Tashkent, Uzbekistan (UzDaily.com) -- Avtotest Report has announced about the termination of activities on improving the skills of drivers of vehicles, owned by legal entities.
On 3 August, amendments to the Code of administrative responsibility come into force, according to which all drivers who drive vehicles of legal entities without a certificate of completion of a refresher course, face a fine.
“Our main goal is not to make money, and we want to demonstrate that we have completely different values,” the company said.
“For registration and execution of all contractual obligations will take some time. We are tired of slander,” the statement of the company said.
Avtotest Report noted that it will only deal with the training of drivers, the creation of training methods and manuals.
The Antimonopoly Committee of Uzbekistan stated that the decision of Avtotest Report to suspend the provision of services to improve the skills of drivers of vehicles of legal entities is an abuse of dominance position in the market.
The statement of the Committee notes that the company sent a letter on the inadmissibility of unjustified refusal to conclude contracts. Such a decision of an economic entity occupying a dominant position in the market, if it is possible to provide a service, is qualified as a violation of the requirements of article 10 (abuse of a dominant position) of the law "On competition", the Committee emphasizes.
At the same time, the Antimonopoly Committee of Uzbekistan submitted to the Cabinet of Ministers of the Republic of Uzbekistan a proposal to consider the issue of granting, as an exception, licenses for the provision of services to improve the skills of drivers of legal entities to other economic entities that meet the General requirements of the licensing procedure.
The main Department of road traffic safety of the Ministry of internal Affairs of Uzbekistan said that from 4 August, the absence of the certificate will be considered a violation of traffic rules.
"In the coming days the organizations having status of legal persons, will be able to contact the regional units of the organization "Vatanparvar" and take the courses,” the statement of traffic police said.
