Tashkent, Uzbekistan (UzDaily.com) -- In accordance with the Law of the Republic of Uzbekistan “On Amendments and Amendments to Certain Legislative Acts of the Republic of Uzbekistan” adopted on 22 May this year, amendments and additions were made to Article 41 of the Law of the Republic of Uzbekistan “On the protection of citizens’ health”.
It was determined that "the right to engage in medical activities using traditional medicine methods also has persons without medical education on the basis of the conclusion of the Special Commission on licensing medical activities using traditional medicine methods under the Ministry of Health of the Republic of Uzbekistan."
- The Ministry of Health is preparing a draft Regulation on the organization of the activities of the Special Commission for the licensing of medical activities using the methods of traditional medicine. The commission, organized according to the decree of the President of the Republic of Uzbekistan “On measures to streamline the sphere of traditional medicine in the Republic of Uzbekistan” dated October 12, 2018, along with doctors includes psychologists, technical specialists, religious figures and representatives of traditional medicine. Those who wish to practice folk medicine are tested in the future before representatives of this commission on awareness of the fundamentals of modern medicine, applying their knowledge in practice,” Farhod Rakhimkulov, head of the Licensing and Accreditation Department of the Ministry of Health, said. - According to the decree of the President, now those who provide medical services using traditional medicine methods are considered to be responsible in accordance with the law on an equal basis with medical workers.
As you know, before the representatives of traditional medicine acted without being registered as individuals or legal entities. Therefore, out of their earnings, they did not pay taxes to the state. Now they will be registered as a legal entity, only after that they can start their activities.
It should be noted that now the role of traditional medicine in the local health care system will increase, in particular, the activities of private medical institutions providing services in this area will be comprehensively supported, in the outpatient and inpatient health care institutions, as well as pharmacies, a system of special units for the treatment of patients will be organized using traditional medicine methods.
A special educational cycle on traditional medicine will be introduced into the study programs of the direction of the bachelor’s program “General Medicine”, “Pediatric Affairs”, “Medical Pedagogical Affairs”. The Department of Traditional Medicine and advanced training courses in the direction of "Traditional Medicine" will be organized at the Tashkent Institute of Postgraduate Medical Education.
It is worth paying attention to one side of the issue. Among the population of the country there are people who treat patients with the verses of the Koran, and other religious rites. Naturally, the question may arise: they will also be issued licenses for conducting business on a legal basis? The regulation on the order and scope of medical activity using traditional medicine methods, registered with the Ministry of Justice at number 3111, determines that occult spells and the treatment of diseases through religious rites are not included in traditional medicine methods. Therefore, a special commission organized by the Ministry of Health cannot issue licenses to people who treat patients in the religious area.
