Tashkent, Uzbekistan (UzDaily.com) -- On 29 June, Uzbek President Shavkat Mirziyoyev approved measures to further ordering foreign economic activity and improve the system of customs and tariff regulation of the Republic of Uzbekistan.
The presidential decree said that the current system of customs and tariff regulation does not stimulate the development of market principles of competition. In particular, the provision of overly broad privileges for payment of customs payments for imported goods does not contribute to effective tariff regulation, whereas individual preferences create unequal competitive conditions for the development of entrepreneurial activities.
The head of Uzbekistan defined the main principles for further improving the system of customs and tariff regulation.
The President instructed to strengthen the regulatory functions of customs tariffs, based on the priorities of the development of economic sectors aimed at harmonious integration into global value chains.
It is entrusted to take measures to improve the system of tariff regulation of foreign economic activity, taking into account the best foreign experience, international principles and norms.
Conditions will also be created to provide local producers with raw materials and materials that are not produced in the country or produced in insufficient quantities and used in the production of export-oriented products.
The head of Uzbekistan instructed to preserve the provision of favorable conditions for the import of modern technological equipment and equipment for the creation of new industries, as well as to further intensify the processes of modernization and re-equipment of domestic production, accelerated implementation of infrastructure projects.
Unification of the rates of customs payments for similar in type, purpose, property and composition, close to the code of the commodity nomenclature of foreign economic activity, goods in order to exclude the cases of their classification in positions subject to lower rates of customs payments in customs clearance is one of the priority areas for improving the system of customs - tariff regulation.
The President approved the rates of import customs duties and excise tax rates for excisable goods imported to the territory of the Republic of Uzbekistan. New rates are introduced from 1 January 2019.
From 1 September 2018, customs authorities will also carry out veterinary, phytosanitary, ecological and sanitary-epidemiological control at border customs posts by customs authorities.
Starting from 1 September, there is also no need to implement mandatory certification of conformity for goods imported into the Republic of Uzbekistan, for which certificates of conformity have been issued by accredited bodies of the member countries of the Organization for Economic Cooperation and Development.
For the customs clearance of goods in the regime of "release for free circulation (import)" there is no mandatory labeling of goods in the official language.
When customs clearance of goods that are in the "customs warehouse" mode for more than six months, no preferences for customs payments provided by the decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan will be applied.
The government of Uzbekistan until 1 September 2018 is entrusted to make proposals on the abolition of privileges on customs payments when importing goods into the republic and measures have been taken to create shopping complexes on the border territories for the convenience of selling goods.
The website of the State Customs Committee of the Republic of Uzbekistan of the interactive service "Integrated Tariff" will be created allowing to receive in real time on a free basis detailed information on all regulatory documents governing the mode of movement of goods across the customs border, documents required for customs clearance of goods, rates customs duties applicable to each product, the authorities issuing the specified documents, as well as other information for implementation.
When the subjects of entrepreneurship carry out foreign economic activities, state bodies are prohibited from demanding information and documents not provided for in the interactive service "Integrated Tariff".
