Uzbekistan adopts measures to decrease power intensity of economy

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan is planning to save up to 550 million KWH of electricity and 168 million of cubic meters of gas a year via implementation of energy efficiency facility for industrial enterprises project. This was announced at the conference “Energy efficiency – key factor for developing economy”.
The Government of Uzbekistan and the World Bank has been implementing the energy efficiency facility for industrial enterprises project since 2011. Within the first phase of the project, the World Bank provided a US$25 million loan to Uzbekistan and within the second phase – US$100 million.
The project is directed at improving energy efficiency at industrial enterprises of Uzbekistan via developing and introducing mechanism of directing investments to improving energy efficiency.
Uzpromstroybank, Asaka Bank and Hamkorbank are participating in implementation of the project. The project issue loans to finance projects of large industrial enterprises to improve energy-efficiency. At the same time, 80% of issued of loans are financed due to resources of the World Bank and 20% - own resources of the Uzbek banks.
Within the first phase of the project, 32 industrial enterprises received loans for US$32 million to modernize their production capacities. The projects were implemented in such energy-intensive industries as mining, chemical, electricity, oil and gas, ad processing.
Minister of Economy of Uzbekistan Galina Saidova underlined that within the project it is planned to implemented 79 projects, which will allow to save 550 million KWH of electricity and 168 million cubic meters of gas a year.
She said that Uzbekistan cannot ensure growth of mining of traditional energy resources, so it is necessary to decrease energy consumption due to new technologies and alternative sources of energy.
Uzbek minister said that it is impossible to achieve growth without improving energy efficiency. She said that efficiency of Uzbekistan’s GDP is 2.5-3 times, in some directions four times, higher compared to the best world standards. She said that economy of Uzbekistan cannot be competitive in internal and external markets without raising energy efficiency.
She recalled that Uzbekistan adopted a programme on improving energy efficiency and it envisages a complex of measures on decreasing energy-intensity of economy. Minister said that Uzbekistan should achieve the best world standards on energy efficiency and energy consumption by 2020.
Galina Saidova expressed gratitude to the World Bank for support of Uzbekistan in this direction. She said that the project showed advantages of introduction of energy-efficient technologies to Uzbekistan.
She said that Uzbekistan and World Bank are working on new country programme, which envisages allocation of US$200 million to Uzbekistan to realization of projects on energy efficiency. The resources will be allocated in two tranches.
According to the Ministry of Economy, energy-intensity the energy intensity of Uzbekistan’s GDP decreased from 0.98 tonnes of oil equivalent in 2000 to 0.48 tonnes in calculation for US$1,000, while average world level makes up 0.2 tonnes of oil equivalent. This shows that there are further potential to improve energy efficiency.
In line with the forecasts, consumption of energy resources will grow by 25.5% by the end of 2030 compared to 2013 and makes up about 43.5 million tonnes of oil equivalent at condition that growth of GDP of Uzbekistan will be at the level of 8-8.5% annually.
