Uzbekistan improves charity legislation

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has reviewed a draft law in its second reading aimed at improving the regulation of charitable activities.

It was noted that in recent years, significant efforts have been made to support vulnerable segments of the population, with participation not only from state authorities but also from citizens actively engaging in charitable initiatives and donations.

However, the current legislation lacks sufficient transparency in this area. Specifically, there is no clear procedure for collecting charitable donations, no established mechanism for monitoring the use of funds, and no defined accountability for violations. This undermines public trust in non-governmental non-profit organizations that genuinely engage in charitable work and creates risks of misuse.

The draft law seeks to address these issues by introducing effective mechanisms for state support of charitable entities, enhancing transparency in their operations, and regulating the donation collection process.

The document introduces additional mechanisms for state support of charitable organizations, establishes a clear procedure for collecting donations and using donation boxes, ensures the disclosure of information about charitable contributions, guarantees the transparency of the process, and imposes administrative liability for violations of sponsorship regulations.

In preparation for the second reading, seminars and meetings were held with members of the working group and legal experts. The draft law was refined based on suggestions from deputies.

Following an active discussion, the deputies supported the document, and it was adopted in its second reading.
