Measures to improve labor migration processes were considered

Tashkent, Uzbekistan (UzDaily.com) -- Proposals to streamline migration and support migrant workers were presented to President of Uzbekistan Shavkat Mirziyoyev.

Throughout the world, labor migration is a natural process, and in Uzbekistan certain measures are being taken to organize the safe sending of citizens to work abroad. Over the past two years, the Agency for External Labor Migration has organized the sending of 70 thousand people to work in developed countries.

However, some citizens go abroad independently for work that does not require special qualifications, which can create differences in working conditions, living conditions and income.

Earlier, the president put forward the task of facilitating access to the external labor market and taking measures to ensure employment for people returning from labor migration. In this regard, proposals were developed to improve the labor migration system.

In accordance with these proposals, the Agency for External Labor Migration under the Ministry of Employment will be transformed into a management body in the form of a state institution. The director of the agency will simultaneously be the Deputy Minister of Employment and the head of the Fund for Support of Migrant Workers.

It is planned to introduce the position of labor migration attaché in the embassies and consulates of Uzbekistan in a number of countries, as well as the position of an agency representative in Saudi Arabia. To promptly resolve problems of citizens abroad, 24-hour call centers will be organized in embassies and relevant ministries.

It also envisages identification of those wishing to work abroad and their registration through the “Online Mahalla” platform. Candidates will be invited to competitions for foreign employers.

Citizens will be trained in professions and foreign languages to improve their chances of finding employment abroad. Part of the costs of training and other expenses when sent abroad will be reimbursed by the state.

Citizens returning from labor migration will also be provided with assistance in finding employment and providing social support, including financial assistance for agriculture and preferential loans for the development of small businesses.

Banks attached to mahallas will provide preferential loans within the framework of the “Continuous Support for Small Business” program. Medical institutions will provide free medical examinations for returning migrants and their family members. Inson centers will provide social assistance to children whose parents work abroad.

An enterprise that hires people who have returned from labor migration will receive a monthly subsidy in the amount of 500 thousand soums from the Employment Support Fund for each employee throughout the year. 100 billion soums will be allocated for these events this year from all sources.

The President gave instructions to ensure the effective functioning of this system and increase the employment of citizens.
