Tashkent, Uzbekistan (UzDaily.com) – Resolution of the Cabinet of Ministers "On measures to improve the procedure for receiving, storing and returning lost items to owners or transferring them to relevant state organizations" was adopted.
The document approved the Regulation, which defines the procedures:
transfer of lost and found things to individuals and legal entities;
their storage and return to the owners;
transfer of found things to the relevant state organizations;
maintaining an electronic register of finds and lost items by public service centers (CGS).
The Rules of the Regulation do not apply to things lost as a result of criminal offenses or administrative offenses.
Public service centers do not accept:
things that change in quantity, shape, type and properties, as well as containing biological substances;
food;
vehicles;
medicines;
potent toxic substances;
psychotropic and narcotic substances and their precursors;
explosive and pyrotechnic substances;
weapons and ammunition;
animals.
Persons who have discovered finds can apply to the Central State University for their transfer. Finds found in buildings and on their territories are transferred by public transport to legal entities or individuals - the owners of these buildings or public transport. Then they hand over the finds to the Central State University.
Individuals or representatives of legal entities can directly apply to the CGU or apply through the SPIS to find their own lost things or things of close relatives (husband or wife, children, grandchildren, brothers, sisters).
Found things are stored in the Center for 6 months. If during this period the owner of the lost thing is not located, then in accordance with Article 193 of the Civil Code:
the person who found the thing is notified of the emergence of his ownership of it;
if this person refuses to accept the thing, it becomes the property of the state.
The resolution also introduced amendments and additions to some legislative acts.
