Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev held a meeting on 28 September on the effectiveness of reforms in the system of technical regulation, standardization, certification and metrology.
To improve the quality and competitiveness of products, it is very important to bring national standards in line with international requirements and implement them at enterprises. In recent years, 43 percent of the standards in our country have been brought up to world standards, thus the number of international standards implemented here has reached 12,000. As a result of this work, export opportunities are expanding.
For example, the European OEKO-Tex and Sedex standards for textile and knitted products have been implemented at 21 enterprises. Thanks to this, in particular, the Samo Textile company in the Andijan region supplied products worth US$5 million to the European markets. Bukhara Cotton Textile has also exported US$5 million worth of merchandise to the US, UK, Turkey and Germany.
In addition, as a result of the introduction of the well-known CE marking, confirming the safety of products, 17 types of household appliances, cables, medical devices were exported to eight European countries.
Work in this direction continues. By the end of the year, the modernization of 14 laboratories specializing in food, metallurgical and light industry products will be completed.
The meeting analyzed the effectiveness of efforts and discussed important tasks for the future.
The head of state identified the main tasks in the sphere of giving the Uzstandard Agency the status of a national body, targeted implementation of new standards at enterprises.
“We must achieve that the national standard has its own “weighty voice,” said Shavkat Mirziyoyev.
The task was set to bring the number of international standards implemented in the country to 14 thousand and the level of compliance with national standards to 50 percent by the end of next year.
The responsible ministries and associations have been instructed to expand the application of the OEKO-Tex standard in textile factories, CE marking in the electrical industry, and Global G.A.P. systems. and Organic in agriculture. The importance of assisting enterprises implementing international standards and partly covering part of the corresponding costs from the funds of the Export Support Agency was emphasized.
“If a product does not have an international standard, it will never be competitive. It is necessary to create an environment in which every entrepreneur in the country knows and understands the standards, the President noted.
The Uzstandard agency was instructed to develop roadmaps for 2021 for the implementation of international standards in the production of automotive components, in the chemical, food and building materials industries.
Factories and plants around the world are constantly improving their products in accordance with market requirements. It was noted at the meeting that on the basis of this experience, standards limiting the capabilities of manufacturers should be transferred to the category of voluntary.
Instructions were given to abolish more than 5 thousand outdated standards, to bring technical regulations for product safety in line with the requirements of Europe and the Eurasian Economic Union. At the same time, the number and scope of safety requirements will be increased to prevent the import of poor-quality goods.
The President emphasized the importance of intensifying the participation of the Uzstandard Agency in international organizations for standardization and metrology.
The agency was also instructed to reach an agreement with the Technical Committee of the Economic Commission for Europe on dried fruits, as well as to ensure next year full membership in the International Forum on Accreditation.
Special attention was paid to the development of science and education in this area. It was noted that next year, research should be carried out in the field of energy efficiency in conjunction with the Tashkent State Technical University, in the field of genetics of agricultural products - with the Institute of Chemical Technology, synthetic fibers - with the Textile Institute, biologically active additives - with the Center for Advanced Technologies.
It is planned to create departments of building materials, information and water-saving technologies at the Uzbek National Institute of Metrology. The Ministry of Innovative Development will provide grants for scientific research.
At the meeting, a presentation was made on the work carried out by the Uzstandard Agency and further plans of the department.
