The urban planning code is optimized on the basis of modern norms and rules

Tashkent, Uzbekistan (UzDaily.com) -- As reported on the official website of the lower house of parliament, the deputies are discussing a draft law “On approval of the Urban Planning Code of the Republic of Uzbekistan”.
This draft law is being prepared for second reading with the participation of specialists and experts of the Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on issues of industry, construction and trade.
It is noted that the current Code is morally outdated and does not provide for modern mechanisms for the technical regulation of urban development, the creation of a competitive environment and general current trends in the field. When finalizing the bill, attention is paid to these factors. In particular, the project was supplemented by a new article, “Basic principles of urban development”.
These principles are brought into line with our current legislation and the legislative principles of advanced countries. And in the new article on the norms of departmental construction it is determined that these norms should not contradict the norms of urban planning legislation and should be agreed with a special competent authority. The bill also includes a new article on the examination of project documentation - which is extremely important in the construction industry - which reflects additional standards.
In discussing the process of optimizing the bill, attention is drawn to the problem of “demolition,” if we speak the common language. In particular, a norm is included in the project, which ensures the seizure of land for the needs of the state and society and the coverage of damage.
The new edition of the Code regulates urban planning for the development of territories and settlements, the issuance and use of land, the production of building materials and products, the design of buildings, structures and other objects, including territories and settlements, taking into account national, historical and cultural traditions and environmental and natural properties.
