Uzbek officials study risk analysis system development in Latvia

On 3 – 8 June 2007, a delegation of Uzbekistan participated in the study tour to learn the system of risk analysis in State Revenues Service of Latvia.

The visit was organized by UNDP "Improving Tax Administration n Uzbekistan" Project jointly with International Financial Corporation (IFC).

An important dimension of UNDP "Improving Tax Administration n Uzbekistan" Project is to improve tax control system. It makes a sense to modernize existing tax control system through utilizing modern technologies and development of risk analysis model and software application to implement it.

Arrangement of a study tour is one of the stages in the activities to develop risk analysis model, its testing and implementation in the tax audit procedures. Detailed review of the experience in development and application of risk analysis system in the tax audit practices, introduction to the essential components in developing risk analysis system, principles of building the model and productivity of its performance spotlighted in the study tour.

In the study tour participated representatives from State Tax Committee, IFC and UNDP "Improving Tax Administration in Uzbekistan" Project.

The delegation visited State Revenues Service of Latvia, its district and regional divisions, learned its structure and functions. In particular, delegations get acquainted with database used in risk analysis, statutory acts regulating the exchange of information from external sources and utilization of the findings of risk analysis by the tax authorities and other supervisory bodies.

The working group studied the composition and criteria for assessment of taxpayer risk, forms and volumes of tax returns and declarations as well as financial and statistical reporting.

During the study tour visit, specialists from Uzbekistan discussed with representatatives of State Revenues Service of Latvia approaches to develop risk analysis model for Uzbekistan, the issues of classifying taxpayers and building their list according to the risk factors, learned structural transformation in the performance of tax authorities due to introduction of risk analysis system.

Learned experience in developing and implementing risk analysis system will be used to develop risk analysis model and its testing in the tax control practices in Uzbekistan. Introduction to the practical functioning of the risk analysis system in State Revenues Service of Latvia will enable to minimize risks and problems in its development and implementation in Uzbekistan.
