The legal basis of our great future

Tashkent, Uzbekistan (UzDaily.com) -- These days our people prepare to celebrate the 23rd anniversary of the Constitution. It is worth noting that Uzbekistan first among neighboring republics adopted its Constitution. As Islam Karimov notes the Constitution is a set of laws which represents the State and nation to the world.
In the chapter XII of the Constitution defined the economic foundations of our society. Article 53 stipulates that the backbone of the economy of Uzbekistan, evolving towards market relations, is based on various forms of ownership. The state shall guarantee freedom of economic activity, entrepreneurship and labor with due regard for the priority of consumer’s rights, as well as equality and legal protection of all forms of ownership.
It should be noted that the basic law provides a phased development of the national economy and on its basis adopt documents which create all conditions for the development of entrepreneurship and farming in our country.
Today, farmers have entrusted the task of ensuring food security of the country and output of domestic agricultural products to foreign markets. For this purpose, they try to do their best to ensure the internal and external market of food as well as to develop infrastructure and create new jobs in rural areas. For example, in 2014 with the assistance of the fund under the National Bank of Uzbekistan for foreign economic activities, 2,4 thousand business entities signed export contracts to the amount of 1 billion 250 million dollars and exported products to more than 840 million dollars.
In the last year, excluding the farming and dekhkan farms, organized more than 20 thousand of private entrepreneurs, the total number has already exceeded 500 thousand, which indicates that Uzbekistan has become a country of business people and business.
It should be noted that wide-scale reforms, conducted in Uzbekistan, including systematic work on forming favorable business environment through raising competitiveness of economy, eliminating red-tape, and strengthening role of small and private businesses are giving their results. Last year, growth in gross domestic product amounted 8.1 percent, industrial production rose by 8.3 percent, agriculture - 6.9 percent, consumer goods - by 9.4 percent, food products - 8.7 percent.
As can be seen from the first years of independence our basic law serves as a normative backbone for the achievement of such noble goals as constructing a democratic nation set out from the very first years of our independence and built on market economy, securing human rights and freedoms and legitimate interests, forming a fair civil society.
Human rights and freedoms are the basis of every democratic state. It should be noted that a person’s rights and interests are central to the Basic Law of our country. Our Constitution priorities are humanism, generosity, caring for the family, peace, hard work. Our Basic Law covers the social, political, economic, and personal rights, in general, all areas of life of citizens.
For the first time in the history of constitutional development in the Basic Law of the country stipulates that State bodies and officials are responsible to the society and citizens, which reflects the essence of a just civil society.
In general, over the past 23 years our basic law changed the social and political face of our society, the way of thinking and consciousness of people, their outlook on life. The Constitution of the Republic, in fact, marks the beginning of a new state, aimed at the establishment of a great future.
