Forming favourable business environment to ensure economic growth

Tashkent, Uzbekistan (UzDaily.com) -- Wide-scale reforms, conducted in Uzbekistan, including systematic work on forming favourable business environment and investment climate through raising competitiveness of economy, eliminating red-tape, strengthening role of small and private businesses are giving their results, deputy chairperson of the Executive Committee of the Political Council of UzLiDeP Dilshod Shoumarov said.
The results of the World Bank’s “Doing Business 2016” reports serve as evidence to this. According to the report, Uzbekistan entered to top ten countries, which carried out large number of reforms. Uzbekistan moved 16 positions up in the Doing Business ranking – from 103rd to 87th place.
Uzbekistan moved 63 positions on crediting indicator due to reforms in economy and banking-finance sector, 26 positions on registration of property, 22 positions on registration of enterprises and 2 positions on taxation, which is, no doubt, is the result of support to private sector.
These figures reflect real picture of social-economic life. In the result of implementation of the decrees and resolutions of the Uzbek leader on creation favourable business environment to small and private businesses and providing them more freedom, number of small businesses in Uzbekistan exceeded 21,400 units.
The enterprises received over 17,800 state objects for rent and loans for 9.6 trillion soums. The sum of crediting rose by 1.3 times. The volume of loans, directed to support businesswomen, exceeded 985.4 billion soums and young people – 228.2 billion soums.
Share of small businesses is increasing in industrial production, export and employment of population, which helps to improve quality of population’s life. In nine months of 2015, 747,700 new jobs were created, of which 451,600 were created in rural areas. Major part of the created jobs fell to share of small and private businesses.
It is worth to mention that the volume of investments into economy of Uzbekistan exceeded US$190 billion during independence years, of which over US$65 billion were foreign investments.
In historic short time, Uzbekistan transformed into state with strong economy as it grew by over 5.5 times. Uzbekistan was agriculture country and backbone of economy was production and processing cotton, now the country has dynamically developing economy.
In nine months of 2015, the enterprises of light industry produced goods for 8.6 trillion soums, which rose by 17.7% year-on-year. Share of light industry in production of industrial goods made up 13.8%.
The pre-election platform of UzLiDeP includes task on developing a complex programme on further improving business environment in Uzbekistan to achieve high results in rankings of the financial institutes. UzLiDeP’s MPs in parliament and local representative bodies in places pay great attention to further developing small and private businesses, forming favourable business environment for implementation of various initiatives. In 2015, the MPs carried out over 300 control-analytical events and reports of over 200 officials were considered at the session of the committees of the lower house of the parliament and MPs Groups at local Councils.
MPs of UzLiDeP are working over solving actual issues such as further improving legislation on entrepreunership, expanding financing of small and private businesses, ensuring access of businesses to engineering-communication networks, expanding public procurements, expanding exports of their services and goods.
Thousands entrepreneurs and farmers are participating in the process and explain preferences and opportunities to their colleagues, provided to them. Being a businessman, I want to underlined that created favourable conditions inspire us to achieve new heights. We, businesspeople, should work hard to achieve our main goal – creation of free and development, democratic state.
