Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan with its resolution from 4 February 2014 approved rules of marking and customs registration of separate types of imported consumer goods, which should have mandatory labeling in the state language.
New rules determine terms for marking and customs registration of consumer goods, which should have mandatory labeling in the state language by producers.
The rules said that goods, listed in appendix No. 1 of the resolution “On additional measures on improving import of consumer goods into Uzbekistan” from 13 May 2013 and those, have package, which is part of good and its cost, should have mandatory labeling in state language (Uzbek language). Used consumer goods should also comply with new rules.
The resolution said that the goods, subject to mandatory labeling, can be imported into Uzbekistan without labels if legal entities and individuals import them for their own needs and not for commercial purpose.
Goods for official use of diplomatic and consular services of foreign missions in Uzbekistan, international organizations, offices of foreign states and their employees can import goods without labels in Uzbek language.
Products, imported as samples for exhibitions and tests, research and marketing, could be imported without labels in Uzbek language.
The accredited certification bodies will ensure compliances of labels in state language to requirements of legal documents on standardization of goods.
It is not allowed to introduce additional information on label in the state language, which is not existed in label of the producers in other language. It is not allowed to stick label in state language over the product package, which does not allow to check information both in state language and other languages on the label.
According to new rules, the importer should include requirement on labeling goods in state language to contract before the goods are imported into the territory of Uzbekistan.
The document said that the registration of goods in customs regime “issued for free circulation (import)” will carried after customs officer checks the labels. The products, which have no labels in the state language, will not be allowed to issue them to the customs regime “issued for free circulation (import)”.
Goods, importuned to free industrial (economic) zones, are marked in the state language if they are registered in the customs regime “issued for free circulation (import)”.
The importers and accredited bodies on certification are responsible for fullness and correctness of the labels in the state language.
The Government of Uzbekistan included 44 products to the list. The list includes such products as meat and food meat products, vegetables, milk products, eggs, natural honey, fat and oil of animal and plant origin, sugar and confectionery products from sugar.
Chocolate and ready food products from cacao, alcohol and soft drinks, cigarettes and tobacco products, medicaments, hygiene products, sewing and washing machines, microwave ovens, and several other products should be labeled in Uzbek language.
Import of medicaments (Code in line with the Commodity Description and Coding System - 3004), which have packages, should have labels in the state language. The paper with information on medicaments should be included to the package and no additional labels are required on the package.
It is allowed to include paper with information on medicaments after the import of the medicaments into territory of Uzbekistan if the producer did not include information in the Uzbek language.
Text of label of medicaments in the state language is approved by the Main department on control over quality of medicaments and medical equipment of the Ministry of Health of Uzbekistan.
