Uzbekistan adopts measures to improve financial state of heating and water supply enterprises

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan adopted a resolution “On measures on financial rehabilitation of heating and water supply organizations of the republic” on 6 November 2013.
The document was adopted to rehabilitate financial conditions of heating and water supply organizations, ensure their sustainable work during winter period, decrease their debts, liquidate prerequisites for above-standard delivery of thermal energy, and reducing losses and non-production expenses.
The resolution said that the measures, adopted by the Council of Ministers of Karakalpakstan, local administrations, on effective organization of works of thermal heating organizations and Uzkommunhizmat in this direction.
According to the document, local administrations did not develop schemes on developing the system on heating large cities in the region and did not start work on modernization and introduction of modern energy saving technologies.
They also did not introduce measures on introduction of billing software, which ensure automated accounting electricity, supplied to the consumers.
The resolution said that the volume of above-standard delivery of thermal energy in 2012 made up 4.4. million Gcal, or 32% from delivered electricity.
The growth of accounts receivable to provided heating energy in 2012 compared to 2011 made up 17.5% in average, 29.8% - in Kashkadarya region, 23.6% - in Samarkand region, 21% - in Tashkent region, Khorezm region and Tashkent city.
The bill payable increased by 21.2%in average, 75% - in Kashkadarya region, 36.5% - Namangan region, 34.7% in Bukhara region, 30.6% - in Samarkand region and 23.7% - Tashkent city.
As of 1 April 2013, the debt of the heating supply organizations have debt for supplied natural gas, fuel oil, heating oil and coal makes up 207.1 billion soums and for electricity – 15.2 billion soums.
The Government of Uzbekistan approved a complex of measures on increasing efficiency of work and financial rehabilitation of heating supply organizations of the country.
The complex includes measures on updating and modernizing heating supply system, introducing modern energy saving technologies, organizing work on improving accountability, etc.
The resolution also approved a programme on improving and updating legislative acts and methodical documents in communal services for 2014-2015, which envisages development of 34 documents.
The Government entrusted the Council of Ministers of Karakalpakstan, regional administrations and Tashkent city to develop scheme on developing and modernizing system of heating supply in 28 large cities of Uzbekistan for 2014-2020.
According to the resolution, from 1 December 2013 it is banned to connect new consumers to heating system if they do not have heating energy meter (except legal entities, located in apartment houses).
The tariffs for heating will double for legal entities, which do not have heating energy meters (except legal entities located in apartment houses).
The tariffs for hot and cold water, supplied to population, who have no meters, will increase 1.5 times, the document said.
The document said that low income families, which receive allowances from mahallas, will receive meters due to financial resources of the communal services suppliers.
At the same time, the owners of the houses will repay the cost of the meters, purchased within the agreement with the communal services suppliers, within 12 months.
