Tashkent, Uzbekistan (UzDaily.com) -- During September, October and November 2013, the Mid-Term Evaluation and Review of the UNDP Country Programme Action Plan (CPAP) for 2010-2015 will be undertaken. This process will be completed in partnership with the Ministry of Economy and other national academic, government and civil society organisations.
The evaluation process is essential, as it will enhance coordination between UNDP and the Government of Uzbekistan, ensure partners are on track towards achieving the strategic document’s development results, and allow for the exchange of valuable perspectives and feedback. It will also allow the CPAP to be reviewed to better align it with development priorities, following the successful Mid-Term Review of the UN Development Assistance Framework (UNDAF) 2010-2015.
The first step of the evaluation and review of the CPAP is the organisation of technical workshops with national partners, regarding the Economic Governance, Good Governance and Environment and Energy thematic areas from the 17th to the 23rd of September, and to review the Results and Resources Framework of the CPAP. These meetings will reflect on the progress made towards programme outcomes, determine if outputs, indicators and targets are still valid, and consider what changes could be made in line with the decisions of the UNDAF Steering Committee and emerging national priorities.
Following these workshops the Mid-Term Evaluation of the CPAP outcomes will begin, which should be conducted by external evaluation consultants. The evaluation will assess the progress made towards CPAP programmes, and the extent to which UNDP has contributed to these outcomes through joint interventions. The evaluation team will meet with national and international partners who have been providing support to the CPAP’s implementation, and will undertake field visits to the Namangan and Fergana regions.
The work of UNDP projects will also be assessed. Such projects will include ‘Parliamentary Development Assistance’, ‘Local Governance Support: Participation and Partnership’, ‘Inclusive Employment and Social Partnership’, ‘Sustaining Livelihoods affected by the Aral Sea Disaster’ and ‘Strengthening Disaster Risk Management’. The CPAP Evaluation team will use previous evaluation reports as an additional source of reference during this process.
The key findings and recommendations of the outcome evaluation exercise will be presented to all counterparts on the afternoon of the 18th of October, and will be used to adjust the interventions planned for the remaining period of the current CPAP. A high-level stakeholders meeting will be consequently planned for the presentation of both the proposed changes to the CPAP, and the potential strategy entry points for collaboration and future programming, as agreed on at technical workshops and based on evaluation exercise results.
Following the entire evaluation and review process, the CPAP Results and Resources Framework will be fine-tuned, presented to the Ministry of Economy for final comments by the end of November 2013, and the final document should be agreed on by the Government of Uzbekistan by early December 2013.
