MPs consider several laws in second reading

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 26 July and considered several draft laws in the second reading.
MPs considered a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with further improvement of organizational activity and development of farming”.
The document will amend such laws as “On farm entities”, “O dehkan entities”, Tax Code of Uzbekistan. The document was developed to create conditions for multisectoral farms, improve financial sustainability and efficiency of the farms’ activities.
The draft law will help further develop farms in Uzbekistan. The document provides expanded rights to form charter capital of the farms. Now, the farms should include property, money and equipment to the charter capital if they showed them in their applications to own a land.
The document also provides tax breaks to individuals, who are attracted to farming works on seasonal bases, including to cotton harvesting. It also provides preferences to those farms, which introduced trickle irrigation system and rational use of water.
MPs also considered a draft law “On introduction of changes and amendments to the article 26 of the law “On insurance activity”.
The draft law introduces changes to the law “On insurance activity” to bring it in line with latest developments in the insurance market of Uzbekistan and further improvement of the industry.
Legislative Chamber backed the draft law in the first reading and the Committee was entrusted to prepare it to the second reading.
The draft law envisages opportunity to state bodies, regulating execution of the laws on mandatory insurance, to received information on insurers, insured persons, insured property and the insurance sum. This information will be necessary to determine if the insurers are executing their liabilities. The draft law will also envisage measures on protection of confidential information.
Legislative Chamber also discussed a law “On introduction of amendments to the Code of Uzbekistan on Administrative Responsibility, which is directed at further improving legal mechanisms, regulation issues on mandatory 12-year education of the children.
The document will set administrative responsibility for parents and those who replace them for hindering children to obtain secondary, secondary special or professional education. This will help to strengthen measures on protection of interests of under ages.
MPs adopted corresponding decisions on all considered issues.
