Development of public control institutes discussed in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- An international roundtable “Issues of further development of institutions of parliament and public control: national and European experience” was held in Tashkent on 7-8 May 2013.
National Center of Uzbekistan for Human Rights, Legislative Chamber and Senate of Oliy Majlis of Uzbekistan, Ministry of Justice of Uzbekistan, Institute of Monitoring of existing legislation under the President of Uzbekistan, Academy of State Public Administration under President of Uzbekistan, Embassy of France in Uzbekistan, OSCE Project Coordinator and Konrad Adenauer Foundation, etc.
MPs, Senators, officials, representatives of civil society institutes, educational establishments, international organizations, diplomatic missions and foreign experts participated at the event.
At the event, it was noted that control over implementation of adopted legislation was always on attention of parliament of Uzbekistan. Parliamentary control over executions of laws was always considered as main direction of Oliy Majlis.
The participants underlined that analysis of the legislation shows that currently there are no legislative act, which would regulate parliamentary control and sets authorities of the entities, their functions and mechanism of the control.
Constitution of Uzbekistan and laws on parliament includes clauses on parliamentary control, but there are no concrete procedures on conducting parliamentary control, its results, consequences of the parliamentary control to heads of the state bodies and other officials, etc. It was said that the law “On parliamentary control” should adopted in Uzbekistan.
It was underlined that parliament control over executive branch is one of main directions of democratic reforms directed at forming strong civil society in Uzbekistan.
Public control is also important direction on democratization of the government and formation of civil society. It was underlined that the law “On public control in Uzbekistan” should be developed and adopted in the country. The law will create mechanism on control over execution of laws and public administration.
The participants noted that the law should determine type, forms and subjects of public control, object of control, legal mechanism of public control, etc.
They also said that mechanism of interaction of civil society institutes and parliament structures should be also included to the laws.
The roundtable adopted recommendations on improving draft laws “On parliament control” and “On public control in Uzbekistan”.
