Uzbek President signs SCO Convention on combating terrorism

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On ratification of Convention of the Shanghai Cooperation Organization against terrorism (Yekaterinburg city, 16 June 2009)” on 16 December 2011.
Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 30 November 2011 and Senate approved it on 6 December 2011.
The Convention sets norms on protection of sovereignty and includes list of inter-state measures on preventing terrorism, determining use of the Convention, sets borders of jurisdiction, forming base and order of rendering legal aid.
The document includes legal mechanisms on issuing and transferring convicts, reflects issues of cooperation of law enforcement bodies of the SCO member states.
According to the law, National Security Service, Ministry of Interior Affairs, Ministry of Defense, Ministry of Emergency Situation and State Customs Committee of Uzbekistan are competitive bodies for execution of the Convention.
The document said that clause of the Convention on possible use of confiscation of legal entities’ and individuals’ property as criminal punishment will not be implemented in Uzbekistan as it contradicts to national legislation.
