Drivers in Uzbekistan to receive penalty points for 14 traffic violations
Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Internal Affairs of Uzbekistan has introduced a draft regulation outlining a penalty points system for traffic violations.
A new driver accountability system is being implemented in the country to enhance road safety. The corresponding law was signed by President Shavkat Mirziyoyev on February 20.
According to the proposed document, penalty points will be assigned for fourteen types of violations. If a driver accumulates twelve points, they may be deprived of their driving license for up to six months.
The penalty points system will be differentiated based on the severity of the violation. Driving a vehicle with faulty brakes will result in 0.5 points, speeding will carry a penalty of 0.5 to 2 points depending on the level of excess speed, running a red light will result in 1 point, driving into the oncoming lane and creating a hazardous situation will result in 2 points, leaving the scene of an accident will also incur 2 points, and violating overtaking rules will lead to 1.5 points. Drivers will also be held accountable for obstructing emergency vehicles and committing other infractions.
The tracking of penalty points will be conducted automatically through the E-jarimaball module, which is scheduled to be launched by 1 May. Drivers will be able to monitor their points via this module or a dedicated mobile application. When a driver reaches eight points, the system will send a warning SMS, and upon accumulating twelve points, the information will be automatically forwarded to the court for the issuance of an administrative penalty.
If a driver refrains from committing offenses that result in penalty points for six months, two points will be deducted. If they comply with traffic rules for a year or more, no points will be assigned for the first violation thereafter.
Public discussion of the draft regulation will continue until 4 April. The document is available for review and comments on the SOVAZ portal.
