Tashkent, Uzbekistan (UzDaily.com) -- The use of world-class pharmaceuticals is one of the goals of the Uzbekistan Health Development Strategy until 2030, which is currently being prepared for development. This topic was devoted to an online conference organized by the National Chamber of Innovative Health of the Republic of Uzbekistan jointly with the Tashkent office of the World Bank.
The conference, held on 10 January 2022, was attended by the Deputy Minister of Health of Uzbekistan Abdulla Azizov, the head of the department of the National Chamber Klara Yadgarova, specialists from the Washington office of the World Bank, as well as specialists from the USAID Program "Promotion of the quality of medicines plus (PQM +)" - director of the program PQM+ Dr. Archil Salakaya, Senior Technical Advisor Yan Warsin, USAID Program Curator Flora Salikhova.
The expert opinion during the discussion was represented by Dr. Zafar Mirza. He is an international WHO expert, for many years he worked as the head of the WHO department (Geneva), the Minister of Health of Pakistan.
It is planned that Dr. Zafar Mirza will visit Uzbekistan in March 2022 to supervise the process of developing the “Pharmaceuticals and medical devices” direction of the “Strategy for the Development of Healthcare in Uzbekistan until 2030”. The leading organization in this direction is the Agency for the Development of the Pharmaceutical Industry of the Republic of Uzbekistan. Work on the development of the Strategy will be carried out in an intersectoral working group with the participation of specialists from a number of ministries and departments. Also, Dr. Zafar Mirza will visit pharmaceutical facilities and Syrdarya region, where a pilot project of state medical insurance is being implemented.
During the discussion of the pharmaceutical direction of the “Strategy for the Development of Healthcare in Uzbekistan until 2030”, the representative of the National Chamber K. Yadgarova noted that the involvement of international experts and international organizations in the process of developing this Strategy is provided for by the Decree of the President of the Republic of Uzbekistan No. PP-5124 dated May 25, 2021 "On additional measures for the integrated development of the healthcare sector."
“The health strategy describes the high goals of the health system, as well as important measures that contribute to the achievement of the sustainable development goals,” she emphasized.
In this regard, in such a segment of the Strategy as "Pharmaceuticals and medical devices", a number of conditions are provided for its rapid and sustainable development. Among them: equal access to essential medicines and medical devices (including distribution, coverage); financing (eg price regulation); control and quality assurance of medicines and products (institutional aspects of quality control and assurance, production practice, knowledge testing, licensing, rational use of medicines); health technology assessment; supply chain management.
During the online conference, assistance in the development of the pharmaceutical direction of the Strategy by the USAID Program "Promotion of the quality of medicines plus (PQM +)" was discussed.
This is a new area of activity for PQM+ in Uzbekistan, which will also include an industry assessment of pharmaceutical companies, assistance in the development of training programs for the Pharmaceutical Technological University and a number of other measures.
PQM+ is a collaborative agreement between USAID and the United States Pharmacopeia (USP) to sustainably strengthen quality assurance systems for medical products in low- and middle-income countries. USP, founded in 1820, is a scientific, nonprofit, privately funded, independent organization. USP standards are legally recognized in 40 countries and are used in 140 countries. In collaboration with other donors and partners, USP helps build strong regulatory and quality assurance systems around the world.
In January 2021, a Memorandum of Understanding was signed between the Agency for the Development of the Pharmaceutical Industry of the Republic of Uzbekistan and USAID on the implementation of the Promotion of the Quality of Medicines Plus program in Uzbekistan.
