Uzbekistan, Russia discuss economic cooperation
Tashkent, Uzbekistan (UzDaily.com) -- On 15 September 2020, the Deputy Prime Minister, Minister of Economic Development and Poverty Reduction Jamshid Kuchkarov met at the Ministry of Economic Development and Poverty Reduction with representatives of the Government of the Russian Federation headed by Deputy Prime Minister Alexei Overchuk.
The extended meeting was attended by Minister of Finance Timur Ishmetov, Minister of Employment and Labor Relations Nozim Khusanov, Chairman of the State Tax Committee Sherzod Kudbiev, Director of the Uzstandart Agency Dilshod Sattarov, as well as senior officials of other ministries and departments.
At the beginning of the meeting, Deputy Prime Minister of the Russian Federation - Alexey Overchuk stressed the importance of mutually beneficial strategic partnership between the Republic of Uzbekistan and the Russian Federation.
During the meeting, a discussion was held on a number of projects within the framework of regional cooperation. In particular, the parties considered the implementation of the action plan in order to improve tax and customs administration.
To date, an agreement has been signed between the Ministry of Finance of Uzbekistan and the Ministry of Finance of Russia on the provision of gratuitous technical assistance to Uzbekistan by the RF in order to develop the tax administration system, including improving property taxation and creating a system for working with taxpayers (2019-2020).
As part of the implementation of this Agreement, work was carried out in the following areas:
1. Optimization of business processes for electronic invoices and VAT administration.
2. Concept of improving the taxation of real estate in the Republic of Uzbekistan.
3. Concept for the organization of work with taxpayers in the tax authorities of Uzbekistan.
4. Development of a training program for effective interaction between tax authorities and taxpayers.
5. Creation of corporate identity for the tax authorities of the Republic of Uzbekistan. The concept of corporate identity of the tax authorities of the Republic of Uzbekistan was developed and presented.
As part of the continuation of cooperation with the Federal Tax Service, it was worked out within the framework of the II phase of cooperation:
a) development of applied software that ensures the use of modern technologies:
b) organizing and conducting training of technical personnel;
c) support of the processes of trial operation and implementation of applied software;
d) development and implementation of an analytical system for processing Big Data;
Cooperation in the field of improving cadastral activities was also discussed. Negotiations are currently underway with Rosreestr on cooperation for 2020-2021, taking into account the continuation of the project to improve taxation of real estate carried out by the Federal Tax Service of Russia, which will also be financed by the Russian side.
With the technical support of the Russian side within the framework of the project "Creation of a system of state cadastral valuation and determination of the cadastral value of real estate objects, including for tax purposes in the Republic of Uzbekistan", it is planned to implement the following directions:
a) conducting a test mass appraisal of real estate objects;
b) development of normative legal support for the procedure for accounting, registration of rights and conduct of state cadastral valuation of real estate objects, approval and support of its results;
c) development of a unified methodology for conducting state cadastral valuation;
d) development and testing of software and hardware solutions for the construction of automated information systems ("State cadastral valuation data fund", "Real estate market monitoring", "Determination of cadastral value");
e) the development of educational programs and training of specialists who determine the cadastral value and are involved in determining the cadastral value.
At the end, the parties identified the main areas of further cooperation, and also agreed on activities for the activities being implemented.
