Uzbekistan to ease conditions for importing cement

Tashkent, Uzbekistan (UzDaily.com) -- Despite the lifting of restrictions on cement imports, in June-July this year, the exchange prices, as a result of a significant increase in demand in the cement market, increased. This was reported by the press service of the Antimonopoly Committee.
In January-June 2020, the price of all grades of cement on the exchange increased from 502 thousand soums to 797 thousand per ton of production, which means an increase of 59%. The increase in prices mainly occurred in May-June, that is, the beginning of the construction season.
The increase in demand and the cost of cement is associated with the intensification and acceleration of construction work and a decrease in imports of these products.
In accordance with the Government’s order, the daily limit for each buyer was set on the exchange - 114 tons of cement, which ultimately had a positive effect on the formation of cement prices and an increase in the number of bidders: almost twice as many buyers amounted to 540.
On 26 June 2020, the average price of 1 ton of cement made up 797 thousand soums, and on 30 June - 728.9 thousand (a decrease of 8.5%).
However, this measure also did not have a significant impact on a significant reduction in prices and satisfaction of market demand.
The demand for imported products is growing, since local manufacturers still can not fully cover demand. However, even in this case, entrepreneurs are faced with certain difficulties.
In particular, in accordance with the requirements of GOST 31107-2016 and GOST 10178-85, imported cement products, laboratory tests for customs clearance and sales are held within 28 days, and only after receiving a positive opinion the laboratories enter the domestic market. Due to this, the volume of imports of cement products decreased significantly compared to the previous period.
At a meeting of the Cabinet of Ministers of the Republic of Uzbekistan on 2 July 2020, in order to increase the number of proposals and uninterrupted supply of cement to the domestic market, remove existing non-tariff barriers to imports, the Antimonopoly Committee, Uzstandard Agency, the State Customs Committee and Uzpromstroymaterialy Association were instructed to develop proposals and the corresponding a draft document in which will also be determined to strengthen the responsibility of importers of low-quality cement.
