The Presidential Resolution “On measures to organize the effective use of empty facilities and the widespread adoption of information and communication technologies” was signed

Tashkent, Uzbekistan (UzDaily.com) -- In order to rationally and effectively use inactive, unused non-residential facilities, as well as involving them in the economic activities of organizations under the Agency for State Assets Management of the Republic of Uzbekistan and its territorial administrations in the Republic of Karakalpakstan, regions and city, a new center is being created in Tashkent to organize the effective use of unused facilities on the basis of state unitary enterprises, the Center for Leasing State Property under the territorial offices of the Agency for the Republic of Karakalpakstan, regions and the city of Tashkent.
The director of the center is the deputy director of the State Assets Management Agency. The main tasks of the Center are the following:
identification and accounting of empty non-residential buildings and structures, unused production areas of all categories, regardless of their form of ownership;
organization of content and effective use, including leasing, of empty objects of state property;
keeping records and monitoring of state property transferred to the lease, as well as funds received from their lease;
control over the intended use and maintenance of state property leased, as well as timely and full payment of rental payments;
audit in the established manner of the effective use and maintenance of state property assigned to state institutions (enterprises);
transferring to the Center’s disposal surplus parts of state property transferred to state institutions (enterprises) with the right of operational management, as well as state property unused or used for other purposes;
making decisions on the demolition of state property recognized as unsuitable for use on the basis of the conclusions of the inspection supervising the construction industry;
providing comprehensive practical assistance in leasing unused private property by order of their owners.
The Center is a government body and, to fulfill its tasks, has the right to request the necessary information and materials from all state bodies, including law enforcement bodies and other state bodies.
The total number of employees of the center will be 309 people, the press service of the State Assets Management Agency reports.
The Center is the assignee of the abolished state unitary enterprises “Center for the rental of state property” under the Agency’s territorial departments in the Republic of Karakalpakstan, regions and the city of Tashkent, for all rights and obligations, including contractual relations;
The employees of the Center and territorial departments within their duties have unhindered access to the entrance and inspection of empty objects. At the same time, the entrance to the objects of private property and their inspection are carried out in the manner of notification to the competent authority by registering in a unified system of electronic registration of inspections;
The Center on an annual basis until 1 April provides the Cabinet of Ministers of the Republic of Uzbekistan with information on measures taken for the effective use of vacant facilities;
Employees of territorial departments are attached to each makhalla of districts (cities) and, within their powers, organize the identification and effective use of empty objects located on the territory of the mahalla;
The list of empty facilities is quarterly submitted by the Center to the Chamber of Commerce and Industry of the Republic of Uzbekistan and the Agency for Enterprise Development under the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan;
Decisions made by the Center within its powers are binding on state and economic management bodies, local government bodies and business entities.
The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent, the Agency, the State Committee for Land Resources, Geodesy, Cartography and the State Cadastre of the Republic of Uzbekistan will take measures to identify and transfer on an ongoing basis to the Center and territorial administrations of empty objects on the basis of operational management.
