Self-employment: convenient, legal and risk-free
Tashkent, Uzbekistan (UzDaily.com) – Starting from 1 July 2020, Uzbekistan has introduced a procedure for registering self-employed citizens according to an expanded list of activities, the number of which has increased to 67. This was reported by the press service of the State Tax Committee.
On 8 June 2020, the resolution of the President of Uzbekistan “On measures to simplify state regulation of entrepreneurial activity and self-employment” was adopted.
Self-employed - these are individuals who independently and with personal labor participation provide services, perform work in order to obtain labor income. However, they are not registered as individual entrepreneurs and do not hire workers.
Those wishing to register with the tax authorities as self-employed persons can do this remotely and for free - just use the Soliq mobile application or enter the taxpayer’s personal account.
For identification in the Soliq application, you will need to enter a personal identification number or use an electronic digital signature and your phone number.
The credentials of an individual will be automatically entered into the registration form. Self-employed must choose the type of activity. If there are several types of activities, then it is possible to display this information. In conclusion, it is necessary to indicate the place of activity - the region and the district (city) and confirm your intention to register with the tax authorities as a self-employed.
Based on the results of registration, data on self-employed is entered into the Unified Register of Taxpayers, and a matrix bar code (QR code) is sent to the user, confirming the fact of registration. If desired, a certificate with a QR code can be printed.
In the near future, a new function will be launched - for identification, you will need to take a selfie and send it via the mobile application - this is necessary to recognize the identity and protect personal data of the self-employed stored in the tax authorities. The photo is compared with the biometric data of the GPC (State Center for Personalization) and in case of coincidence, the identity of the applicant will be considered verified.
Having passed the official notification registration, the self-employed will be able to legally work, as well as process and store all their orders received from customers. For each order, the database organizes storage of information on the composition and cost of work. Based on the order, it is possible to generate a check if necessary and send it to the customer.
At the end of each month, on the basis of placed orders, the self-employed can calculate the social tax, keep records of his income and expenses. Detailed information on income and expenses is generated for any desired period of time - in one click.
According to paragraph 3 of PP-4742, self-employed persons pay a social tax for 2020 in the amount of at least 50% of the amount of the base estimated amount - this is 111,500 soums. The amount of tax is fully allocated to the off-budget Pension Fund: on the basis of it, the amount of earnings for calculating the pension is determined. Tax is also paid remotely - through a mobile application or any mobile payment system. The process is similar to paying taxes to individuals. It is now possible to fulfill tax obligations without visiting tax authorities.
Currently, the range of services and opportunities for self-employed citizens is expanding. A number of relevant functions and amenities are under development. For example, it will be possible to advertise your services on popular electronic sites, as well as receive payment from customers for services rendered (P2P). Establish feedback with the customer base will help view ratings and comments left by consumers. In addition to the Android version of the mobile application, an iOS version is being created.
