Agricultural machinery to undergo mandatory tests based on the soil and climatic conditions of the regions
Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution has been adopted to improve the testing and certification of agricultural and reclamation equipment.
Inconsistency of individual imported agricultural and land reclamation equipment with the soil and climatic conditions of the republic causes a number of problems during agricultural activities during the cultivation of crops.
The document is aimed at introducing effective methods of providing modern agricultural machinery, as well as state support for testing and certification of agricultural machinery based on the soil and climatic conditions of the regions.
He identified the following main directions of reforming the testing system of agricultural and land reclamation equipment and technologies:
bringing regulatory documents in the field of testing resource-saving agricultural machinery in accordance with international standards;
conducting relevant tests to verify the efficiency of use and reliability of agricultural machinery, units and accessories for them in the soil and climatic conditions of the regions of the republic;
support of innovative methods, programs and promising ideas that contribute to the development of the field, the introduction of effective scientific developments in the activities of domestic enterprises-producers of agricultural machinery, its units and parts;
further strengthening the material and technical base of laboratories conducting tests of agricultural machinery, creating favorable conditions for attracting highly qualified specialists to the field.
From 1 January 2021:
all types of agricultural machinery imported and produced by domestic enterprises, aggregates and components for them will undergo mandatory tests to verify the efficiency of use and reliability indicators;
it is allowed the use of agricultural machinery included in the Unified State Register of Agricultural and Land Reclamation Techniques, recommended for use in the republic;
a system of registration of certificates of conformity of aggregates and components of agricultural machinery imported and manufactured by domestic enterprises is being introduced. At the same time, the issuance of a certificate for agricultural machinery by organizations that do not have laboratory equipment and measuring instruments is not allowed.
Until 1 January 2023, test equipment and measuring instruments that are not manufactured in the republic and imported according to the list approved in the established manner are exempted from the customs duty. Moreover, they are used to equip testing laboratories on the basis of accreditation requirements, including international ones.
The document also approved the Roadmap for improving the system of testing and certification of agricultural machinery.
The Center for Certification and Testing of Agricultural Machinery and Technologies under the Ministry of Agriculture (Center) jointly by the Ministry of Agriculture and the Ministry of Finance - to compile a list and take measures to purchase, by the end of the year, modern test equipment and measuring instruments for testing agricultural machinery based on international requirements;
The Ministry of Agriculture, together with the Uzstandard Agency, is to ensure gradual passage of international accreditation of the Center’s testing laboratories based on international experience in testing and certification of agricultural machinery.
