Tashkent, Uzbekistan (UzDaily.com) – On 4 December, a conference of investors in the field of renewable energy and energy infrastructure RENPOWER Uzbekistan 2019 was held in Tashkent under the auspices of the Ministry of Energy of the Republic of Uzbekistan, the press service of the Ministry of Energy of Uzbekistan said.
The first session presented a current overview of the energy market, regulatory changes and the transition to renewable energy in Uzbekistan.
In the country, just a few weeks ago, a law was adopted on the use of renewable energy sources. After many years of predominant use of gas to satisfy more than 90% of its energy needs, Uzbekistan is taking great steps to promote and integrate renewable energy sources into its economy and grid.
The main tax incentives for equipment manufacturers and renewable energy developers, a set of new regulatory measures for the use of land for renewable energy projects, procedures for connecting electricity producers to a unified power supply system and other topics were considered.
Speakers included Jurabek Mirzamakhmudov, First Deputy Minister of Energy of the Republic of Uzbekistan, Eduard Stiprais, Head of the Delegation of the European Union to Uzbekistan, Ian McGrath, Representative of Dentons Europe, Shukhrat Vafaev, Deputy Minister of Investment and Foreign Trade of the Republic of Uzbekistan, Hideki Mori, Head of the World Bank Office in Uzbekistan, Murod Khusanov, consultant to the Organization for Economic Co-operation and Development (OECD).
The second session was devoted to solar, wind, hydro and biogas projects and energy conservation programs. The Government of Uzbekistan plans to quickly increase the share of electricity generated from renewable sources to about 21% by 2030-2031. Several 100 MW photovoltaic projects have already been planned, which are expected to be launched by 2021 as part of a major government initiative to achieve 1 GW of solar power.
The forum provided an overview of ongoing or upcoming projects. Topical topics include: current and future actions in the national policy for the development of solar and wind energy; overview of the main existing and under construction energy facilities as part of solar and wind projects; incentives to promote the use and production of biomass energy sources. It also analyzes energy conservation programs aimed at reducing energy intensity by 50% until 2030.
Session 3 theme: Production, transmission and distribution of electricity. The network infrastructure of Uzbekistan will require large investments by 2030 to modernize power lines. Today, losses in the power transmission system are 18%, and distribution losses are 14%.
Among the topics were preparation of the procedure for connecting electricity producers to a single system of electric networks; introduction of an automated system for monitoring and accounting for electricity; development of a comprehensive program for digitizing the electricity sector in 2019-2021. and etc.
During the fourth, financing for renewable energy was examined. The government sees the need to develop a long-term master plan for financing and investment in the energy sector.
Participants studied the definition of tariff and pricing policies on a competitive basis to ensure gradual full cost recovery, as well as strategies for its implementation; increasing investment attractiveness for independent energy producers and cooperation in the framework of PPP and other topics.
