Tashkent, Uzbekistan (UzDaily.com) -- On 2 October 2019, in the Senate, a meeting of the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva with the Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation Valentina Matvienko was held.
During the meeting, it was noted that the heads of both states attach great importance to expanding cooperation between our countries and peoples. So, over the past two years, thanks to the political will and determination of the President of Uzbekistan Shavkat Mirziyoyev and the President of Russia Vladimir Putin, a new stage has been reached in the development of the Uzbek-Russian strategic and allied partnership.
Valentina Matvienko emphasized that the visits of Shavkat Mirziyoyev and Vladimir Putin gave a powerful impetus to the expansion and deepening of cooperation, equal cooperation at all levels and in all directions. ”
The intensity of bilateral political, economic, cultural and humanitarian relations is steadily increasing. This is fully in the interests of both countries. The mutual desire of the parties fills the partnership between countries with new practical content. The updated look of the dialogue at the highest level, the summits of the heads of state in 2017 and 2018 set a confidence tone, gave a powerful impetus to almost all areas of bilateral cooperation.
The parties noted that the inter-parliamentary dialogue of Uzbekistan and Russia has recently intensified. Over the past year alone, more than 10 different exchanges of visits have been made at the parliamentary level. It was emphasized that the successful interaction between the Senate of the Oliy Majlis of the Republic of Uzbekistan and the Federation Council of the Federal Assembly of the Russian Federation contributes to the further development and deepening of the Uzbek-Russian comprehensive cooperation, including within the framework of authoritative international parliamentary structures.
During the meeting, the Senate Chair noted that cooperation between the parliaments of Uzbekistan and Russia is developing under the new agenda of bilateral cooperation. The Commission for Cooperation between the Senate of the Oliy Majlis of the Republic of Uzbekistan and the Council of the Federation of the Federal Assembly of the Russian Federation is functioning successfully. The parties positively assessed the results of the work of the effective Commission for the past period. Currently, targeted work is underway to enhance the role of the Inter-Parliamentary Commission in the development of inter-regional cooperation.
Speaking about the upcoming elections in Uzbekistan, Tanzila Narbaeva voiced an invitation to representatives of the Federation Council and the Inter-Parliamentary Assembly of the CIS to take part as international observers in the parliamentary elections to be held on 22 December.
As part of the interaction between the Senate and the Federation Council, during the meeting it was proposed to develop a number of areas of cooperation. Among them are the provision of parliamentary resources for the implementation of the agreements reached during the summit of the heads of state, as well as the active formation of a legal framework aimed at removing barriers to the further intensification of bilateral cooperation.
In addition, it is proposed to use the capabilities of the Council of the Federation of the Federal Assembly of the Russian Federation and the Senate of the Oliy Majlis of the Republic of Uzbekistan in further deepening inter-regional cooperation. Along with these, the need to further ensure the systemic nature of the Uzbek-Russian inter-parliamentary dialogue was voiced. The importance of implementing exchange programs in the field of legal support for reforms and socio-economic development, accelerating the ratification of bilateral treaties and agreements was also emphasized.
Particular emphasis was placed on the need for further participation of members of the Senate and the Federation Council in regional forums, using the example of the first interregional forum on cooperation between Uzbekistan and Russia held in Tashkent on 18-20 October 2018.
At the end of the meeting, the signing ceremony of the Memorandum of Cooperation between the Institute of Legislation and Parliamentary Studies under the Oliy Majlis of the Republic of Uzbekistan and the Analytical Legal Department of the Federation Council of the Federal Assembly of the Russian Federation took place.
