A draft law on the social protection of orphans and children left without parental care published for discussion

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Public Education of Uzbekistan has published a draft law on social protection of orphans and children left without parental care on regulation.gov.uz website for public discussion.
The draft law was developed by the Ministry of Public Education of Uzbekistan in cooperation with the National Center for Human Rights of Uzbekistan.
The urgency of adopting this bill is due to the need to develop additional mechanisms for the social protection of orphans and children left without parental care.
Every year, more than 400 graduates complete their stay in “Mehribonlik” homes, of which only 60 people continue their education in higher educational institutions.
The issues of providing housing and restoring the right to housing to orphans and children left without parental care have not been fully resolved.
Social protection of this category of children is regulated by various kinds of regulatory acts of a by-law nature, which does not allow to fully ensure their social protection in various life situations: when receiving education, employment, medical care, access to housing and other social services.
The first chapter of the draft law - General Provisions contains the basic concepts used in the law, powers of the Cabinet of Ministers of the Republic of Uzbekistan and local government bodies, state provision of orphans and children left without parental care, protection of orphans and children left without care parents from all forms of abuse, neglect, exploitation and abuse.
The second chapter - Basic guarantees of the rights of orphans and children left without parental care, assigns to orphans and children left without parental protection the right to education, medical care, social services regardless of their place of registration and citizenship, living quarters, property, labor, appeals to state bodies, legal assistance, judicial protection.
The third chapter - Final Provisions - determines the procedure for financing measures to ensure orphans and children left without parental care and responsibility for violations of the provisions of this bill.
Adoption of the draft law will allow consolidating all aspects of the social protection of orphans and children left without parental care in one act and increase their legal significance, since in the current legislation, these standards are contained in various bylaws.
