Strengthening the social service workforce in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- UNICEF jointly with ‘Oila’ Center hosted a Round Table to discuss with Government partners actions to strengthen the social service workforce in Uzbekistan.
The discussion included ways to create a common vision and approaches within the social protection system, strengthening the core competencies of the workforce to work with vulnerable families and the importance of strong mechanisms to identify families and children at risk.
Guzal Kamalova, Child Protection Specialist, and Mario Mosquera, Regional Advisor for Communication for Development, UNICEF Europe and Central Asia shared examples on how social service workforce system reforms have taken place in the region, and what evidence-based actions could work best to support similar reform in Uzbekistan.
In many countries of the region, untrained personnel are in positions that require higher levels of competency. Degree-level curricula in social work, psychology and other professions central to the social service workforce need to be introduced, upgraded or modernised in most countries of the Central Asia.
Participants of the Round Table underlined a need in a primary governmental agency responsible for family and child welfare. This could improve effectiveness and efficiency of social services provided by different stakeholders for vulnerable families.
To ensure family support, Uzbekistan needs to put into place a social work system alongside a strong prevention mechanism, which can identify vulnerable families and children and refer them to necessary non-residential care services.
“The existence of a competent social work and wider social service workforce is a key pillar of social protection and child protection systems,” said Sascha Graumann. “It can give children, families and vulnerable adults the support they need to tackle poverty, discrimination and social exclusion.”
“Our Center supports setting up social work courses for professionals working with families at the mahalla level. This will allow social workers to respond faster and with better quality to the needs of families, and also to reduce the risks of social vulnerability,” said Ms. Dilorom Tashmukhamedova, Director, ‘Oila’ Center.
