Tashkent, Uzbekistan (UzDaily.com) -- A regular meeting of the Legislative Chamber of Oliy Majlis was held. It reviewed a number of bills aimed at legal support of ongoing reforms in various spheres of the socio-political, social and economic life of the country.
The draft law “On the Accounts Chamber of the Republic of Uzbekistan”, considered in the second reading, is aimed at ordering relations in the sphere of activity of this chamber, in particular, ensuring the effective conduct of the chamber, legal regulation at the new stage of reforms, in the current conditions of radical transformations.
The draft law introduced certain clarifications in the legal status of the Accounts Chamber, its tasks, principles, and powers of officials. The rules on the interaction and exchange of information by the chamber with state bodies and other organizations, the fulfillment of its legal requirements have been improved.
Also it refined standards related to the organization of the chamber. Corresponding specifications are made to the project in a single form, the correct application of regulatory terms, an accessible and understandable reflection of norms, ensuring compliance with the requirements of rules of the literary language, as well as legal techniques and other special rules.
It was noted that the adoption of this bill will serve to further improve the activities of the Accounts Chamber, ensure the targeted and effective use of the budget system, as well as the organization of public assets management.
At the meeting, the draft law “On banks and banking activity” also became the subject of heated discussion.
The main purpose of this document, taking into account the rights and interests of depositors and users of banking services, is to ensure the stability of banks, healthy competition between them, and most importantly, to increase the level of trust in banks by protecting depositors from various unforeseen risks. Also, as an important measure to ensure the stability of the banking system, the draft law defines the procedure and conditions for registering banks, including the participation of non-residents in banking capital.
Another important aspect: taking into account international experience, the draft law introduces the concept of a banking group - a union of financial institutions, which is not a legal entity in which a bank controls another financial institution. This envisages increasing the mutual responsibility of banks, reducing systemic risks, and improving the supervisory functions of the Central Bank through supervision on a consolidated basis.
The draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan”, developed in order to implement paragraph 11 of the Presidential Decree “On measures to further improve the efficiency of execution of judicial acts and acts of other bodies” dated 12 March 2019, provides for the introduction of the Institute mediation in the process of compulsory execution of judicial acts and acts of other bodies.
Based on this, the draft law envisages the introduction of relevant amendments and additions to the laws of the Republic of Uzbekistan “On the execution of judicial acts and acts of other bodies” and “On mediation”.
As the deputies stressed, the adoption of this draft law will serve to legally fix the procedure and conditions for the use of the institution of mediation in enforcement proceedings, as well as the consequences of its application.
Another of the issues discussed was the draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with the introduction of new mechanisms for the formation and execution of the budget of the Oliy Majlis of the Republic of Uzbekistan”. It was developed by a group of deputies of the Legislative Chamber on the basis of legislative initiative in order to accomplish the task defined in paragraph 7 of the State Program “Year of Active Investments and Social Development”, it elaborated the issue of introducing a new mechanism for forming and executing budgets of parliament chambers.
With this draft law, it is proposed to strengthen the financial independence of the legislative power of Uzbekistan, as well as the norms that will be the basis for ensuring objective parliamentary control. In particular, starting next year in the cost estimates of the chambers of Oliy Majlis, allocate funds in the State budget by separate lines, their approval by the Kengashi of the chambers of parliament, as well as creating guarantees to ensure the timely implementation of important inter-parliamentary and international cooperation.
After discussions, debates and discussions, the draft laws were adopted.
At the meeting, other issues included in the powers of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan were also considered, relevant resolutions were adopted.
