Tashkent, Uzbekistan (UzDaily.com) -- It is vital to educate young people the human rights norms in the spirit of international understanding, cooperation and peace, respect for human rights and fundamental freedoms, respect for the support and protection of human rights. Therefore, it is important to conduct educational programs and activities among young people aimed at promoting equality and respect of human dignity.
In this regard, on June 26, 2018, the National Human Rights Center, the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, in collaboration with the Office of the United Nations High Commissioner for Human Rights, OHCHR ROCA and the UNDP Office in Uzbekistan, hosted a webinar with the participation of the United Nations High Commissioner for Human Rights Zeid Ra’ad Al Hussein and students from more than 20 higher educational institutions of Uzbekistan.
The webinar aimed to inform participants and students of higher educational institutions of Uzbekistan on the existing universal and regional mechanisms for the protection of human rights, the current world problems in the field of human rights, and the ways to address them. In addition, the webinar targeted to advancing knowledge, developing position towards human rights issues, educating the culture of respect for human rights, as well as discussing the results of cooperation of the Republic of Uzbekistan with the international organizations in the field of human rights.
Building democratic state in the Republic of Uzbekistan in the spirit of rule of law largely depends on the quality of civic education. “Education is the basis of democracy” formula endorsed by the United Nations, highlights the key role of the schools, universities and teachers in finding solutions. In this regard, participants of webinar were particularly interested in the various issues including the role of digital technologies and platforms for the promotion of human rights, the formation of a human rights training system, the role and authority of OHCHR in the context of difficulties in protecting human rights, activities of international mechanisms for protection of the rights and the need to adopt the Convention on the Rights of Youth and the UN General Assembly Resolution on Education and Religious Tolerance.
Participants of interactive dialogue highlighted the adherence of the Republic of Uzbekistan to its international obligations in the field of human rights and freedoms, priority attention of citizens, society and the state to the values and principles of the Universal Declaration of Human Rights, enshrined in the Constitution and other normative-legal acts of the Republic of Uzbekistan. The adoption of the Decree of the President of the Republic of Uzbekistan “On the Program of events dedicated to the 70th anniversary of the Universal Declaration of Human Rights” was also evidence of this.
Despite the fact that sufficient time passed since the adoption of the Universal Declaration of Human Rights, participants noted violations of universally recognized principles and norms of international law in the world.
The Republic of Uzbekistan actively participates in promoting the rights of youth in the world. In particular, the country initiated the preparation of the UN Convention on the Rights of Youth which is aimed at the developing and implementing the youth policy in the context of globalization. Besides, Uzbekistan initiated the UN General Assembly Special Resolution “Education and Religious Tolerance” with the view to promote tolerance and mutual respect, ensure religious freedom, protect the rights of believers and prevent their discrimination.
Webinar has also noted strengthening tendency of international cooperation of Uzbekistan in the field of human rights and freedoms based on the principles of constructive and open discussion of existing problems, the exchange of best practices in the implementation of international human rights standards, and expanding cooperation with the UN Charter and Treaty Bodies, international and foreign structures, including the EU, OSCE, OIC.
Participants paid special attention to the implementation of international obligations by Uzbekistan in the field of human rights and freedoms. An important part of this system is the preparation and adoption of national action plans for the implementation of the recommendations of the UN Charter and Treaty Bodies following the review of national reports.
Students expressed interest in OHCHR’s plans to provide States with methodological and technical assistance in the implementation of international human rights and freedoms standards by the UN Charter and Treaty Bodies on human rights.
In conclusion of the webinar, the High Commissioner, referring to students and students of higher educational institutions of Uzbekistan on the eve of Youth Day - June 30, stressed: “Happiness in life doesn’t come from thinking only about yourself. Genuine happiness comes from serving and helping other people.”
