Tashkent, Uzbekistan (UzDaily.com) -- On 8-9 November Uzbekistan and the European Union held 13th Subcommittee meeting on Justice, Home Affairs, Human Rights and related issues in Brussels (Belgium) on 8-9 November.
The Delegation of Uzbekistan was headed by Mr Nodir Juraev, Deputy Minister of Justice. The EU Delegation was headed by Mr Toivo Klaar, Head of the European External Action Service Central Asia Division.
The meeting was held in a constructive and open manner, with discussions between the parties covering a wide range of issues, including on further advancing cooperation.
The first day reviewed developments in Uzbekistan and in the EU related to human rights and democracy.
Uzbekistan mentioned progress on rooting out child and forced labour in the cotton harvest and ratification of ILO Conventions. Both sides emphasised the importance of continued monitoring and, more generally, cooperation with international and regional organisations, such as the UN, the ILO or the OSCE.
The EU welcomed that a fully-fledged OSCE Election Observation Mission had been invited to monitor the 4 December Presidential Elections in Uzbekistan. Issues with freedom of expression and religion, the penitentiary system, women’s rights and vulnerable populations were discussed in detail, including individual cases.
The EU recognised significant efforts made by Uzbekistan to modernise relevant legislation, for example the upcoming reform of the judiciary system, the draft anti-corruption law and measures to improve the business climate. Economic and social rights were also discussed in this context.
The second day of the Subcommittee allowed for a continued exchange of views on justice and home affairs, both in Uzbekistan as well as in the EU. The talks focused on issues such as violent extremism and radicalisation, the fight against terrorism, illicit drugs, migration and border management.
Cooperation and dialogue programmes such as BOMCA (Border Management in Central Asia) and CADAP (Central Asia Drug Action Programme), as well as the European Rule of Law Initiative for Central Asia provide important support to these policy fields.
