Jizzakh city’s social-economic development strategy developed

Tashkent, Uzbekistan (UzDaily.com) -- A strategy for social-economic development of Jizzakh city for 2016-2024 was developed in Uzbekistan.
The draft strategy was published at the website of the regulatory impact assessment system for discussion.
The strategic goal for 2016-2024 for Jizzakh city is to achieve sustainable development of economy and ensure high level and quality of life to each citizen.
The goal was determined based on opinion and interests of the participants of development of Jizzakh city – local officials, private sector and public.
The strategy of social-economic development offers several tasks and priorities, which can serve as base for strategic plan for development of Jizzakh city for 2016-2024.
The main developers of the strategy are the UNDP, national experts of Ministry of Economy of Uzbekistan and several independent experts.
The strategy consists of several parts. First part provides analysis of current social-economic situation in Jizzakh city. The second part provides SWOT analysis of the city.
Third part offers strategy of the city for 2016-2024, which outlines priority goals and tasks of Jizzakh city development. Fourth part provides proposals on format and possible measures, as well as system of monitoring of implementation of the proposals in the strategy.
Jizzakh city was formed in 1918 in the western part of Jizzakh region and currently it is administrative center of the region. The city is located 240 km away from the capital on rail and 178 km away on automobile road. The territory of the city is 9,640 hectares, and about 12.9% of lands were allocated for the buildings.
As of 1 January 2014, according to local statistics some 163,400 people lived in Jizzakh city. About 89.7% of them are Uzbeks, 3.6% - Russians, 1.6% - Tatars, 1.6% - Tajiks and 3.4% - other nations. About 27% of population is people under 14 and 66% - people at the age between 15 and 64. Some 53% of population are females.
Currently, total area of habitation in Jizzakh city makes up 1.6 million square meters. Major part of people lives in individual houses.
The strategic goal for 2016-2024 for Jizzakh city is to achieve sustainable development of economy and ensure high level and quality of life to each citizen.
The key priority of achieving this strategy is to create favourable business climate, which ensure fast creation of new jobs and improve level of income of population via development of private sector. The second priority is to achieve high level of transparency and accountability of the local government, which will increase trust and collection of taxes.
The third priority is strengthening of role of local bodies in efficient cooperation with the participants of the city development. This will improve decision making and balance interest of all sides. It will also help to initiative projects based on public-private partnership.
The fourth priority is to improve access to infrastructure and municipal services to vulnerable layers of population – elder people, people with disabilities and low-income families.
One of the goals is to active promotion of special industrial zone Jizzakh and full implementation of liabilities on development of infrastructure.
