Youth and elderly citizens to be exempt from liability for violations of passport regulations

Tashkent, Uzbekistan (UzDaily.com) — During the third plenary session of the Senate, the law "On Registration at the Place of Permanent and Temporary Residence of Citizens of the Republic of Uzbekistan, Foreign Citizens, and Stateless Persons" was reviewed.

The law aims to remove restrictions that hinder the constitutional right of citizens to freedom of movement and choice of residence. Previously, obstacles in the registration process for residence in Tashkent and the Tashkent region created bureaucratic challenges for citizens.

According to 2024 data, 243,197 citizens were registered in Tashkent, and 271,541 in the Tashkent region. The amendments introduce online registration options through migration authorities and the Unified Public Services Portal, along with the implementation of the "E-xabar berish" system for tracking foreign citizens and stateless persons.

The permissible period for staying without registration has been reduced from 15 to 10 working days. Both citizens and property owners will face increased accountability for delayed registration. Fines for violations of passport regulations will be optimized based on the severity of the offenses. A new provision exempts individuals under 18 and over 60 from liability for such violations.

Penalties have also been introduced for the illegal confiscation of passports or ID cards. The adoption of this law improves the registration process, ensures the protection of the right to freedom of movement, and reduces bureaucracy and corruption.

Following discussions, the law was approved by the senators.
