Yandex files appeal on restriction of competition

Tashkent, Uzbekistan (UzDaily.com) - A meeting was held in the Antimonopoly Committee of the Republic of Uzbekistan with representatives of YANDEX LLC (Russian Federation) on issues of ensuring competition when pre-installing applications on Android mobile phones and tablets.

Yandex is a Russian multinational company that owns the Yandex.ru search engine and various products (more than 50 online services), of which 27 are represented in the Republic of Uzbekistan

During the meeting, representatives of the Committee informed Yandex that today the antitrust authorities of most countries are paying more attention to the issue of regulating digital markets, monopolization in the digital economy can harm not only the economy, but also society as a whole.

In this regard, the Committee has developed a number of amendments to the competition law, providing for the introduction of antitrust requirements for digital platforms, Internet services, and is working on the development of tools and methods for analyzing and effectively managing cases of abuse of a dominant position in digital markets.

In addition, the parties exchanged views on the services provided by Yandex on the territory of the Republic of Uzbekistan.

Also, representatives of Yandex said that today the Google corporation, which is the developer of the Android OS, the Google search engine, the Google Play app store and other various services, including the owner of the video hosting Youtube, is engaged in dishonest practices aimed at limiting device manufacturers the ability to choose partners - developers of mobile applications and services and their pre-installation on devices based on Android OS.

In addition, representatives of the Agency for the Protection of Consumer Rights under the Antimonopoly Committee noted that the most popular Yandex service in Uzbekistan is Yandex. Taxi, whose consumers have repeatedly raised the issue of compliance by the company with the requirements of legislation on consumer protection.

In particular, there are complaints about the lack of a single call-center in the Yandex. Taxi, which often leads to consumer problems when receiving timely feedback, as the service is Yandex. Taxi today in Uzbekistan provides feedback only in the form of sending messages by e-mail.

In this regard, the Consumer Rights Protection Agency reported on the need for Yandex to consider the creation of a single call center in Uzbekistan in order to prevent possible violations of consumer protection laws.

Following the meeting, the Committee decided to start studying compliance issues when installing third-party applications on Android-based devices imported into the Republic of Uzbekistan.

In addition, the Consumer Rights Protection Agency sent relevant requests to Yandex to study the issue of ensuring the creation of an effective feedback system with consumers on the territory of the Republic of Uzbekistan.
