Uzbekistan emerges as a global IT hub: Key takeaways from offshore outsourcing conference 2025
Tashkent, Uzbekistan (UzDaily.com) — The Offshore Outsourcing Conference 2025, organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, concluded in Tashkent, marking a significant step in strengthening Uzbekistan’s position as a key player in the global IT industry.
The conference brought together 280 representatives from 250 companies, including 39 international organizations from 25 countries. Among the participants were IT giants such as Tech Mahindra, Armatis, Netskope, and SBL, whose combined annual revenue exceeds $5.5 billion.
Uzbekistan presented itself as an attractive outsourcing destination, highlighting its highly skilled workforce, government support, and favorable business environment. Participants discussed collaboration opportunities, strategic partnerships, and market expansion strategies.
Minister of Digital Technologies Sherzod Shermatov emphasized Uzbekistan’s rapid progress in the IT sector over recent years.
"In 2017, Uzbekistan had fewer than ten IT companies. Today, we are a dynamic IT hub attracting global businesses. This transformation is the result of our President’s vision, setting ambitious goals for leadership in the digital economy," he stated.
A major highlight of the conference was the launch of Enterprise Uzbekistan, an initiative aimed at creating additional business opportunities and reinforcing the country’s reputation as an IT center.
IT Park Uzbekistan CEO Abdulahad Kuchkarov shared remarkable growth figures, stating that the park now hosts over 2,600 companies, generating a total revenue of $1.6 billion.
"In 2017, IT Park was just an idea on paper. Today, we have 14 branches across the country and 4 international offices. Uzbekistan has become one of the most attractive destinations for IT outsourcing," he noted.
Conference participants praised Uzbekistan’s financial appeal and secure business environment. Ahmed Abulezz, Advisor to the IT Park CEO, highlighted that Uzbekistan ranks among the top 10 safest countries in the world, with 203,000 IT specialists currently active.
Faizulla Ulmasov, Senior Manager for the EU and UK markets, underscored the favorable conditions for ITES companies, including transparent legal frameworks and GDPR compliance.
Marina Ten, Head of HR at EPAM Uzbekistan, shared her company’s journey:
"We started with a team of five specialists, and today, we have 600 developers. Uzbekistan has immense potential, and we are excited to be part of this transformation."
Sergio Basto, Managing Director at Lavoro Tech, emphasized the people-centric nature of IT development:
"Everything revolves around people. They build companies, shape strategies, and define the future."
During the conference, attendees visited leading IT companies and educational institutions, including Dyninno Group, Tashkent University of Information Technologies, and Uzinfocom. They were introduced to innovative projects such as the MyID Palm biometric identification system.
As a result of the event, more than 10 companies expressed interest in establishing a presence in Uzbekistan. Notably, Midas Group (Germany) and TRON Enterprise Solution (Romania) have already submitted official applications, with expectations of creating over 1,000 jobs and boosting IT service exports by $10 million.
