World Bank experts recommended restructuring wages and system of allowances

Tashkent, Uzbekistan (UzDaily.com) -- World Bank mission led by Senior Governance and Public Sector Specialist Alex Appiah-Koranteng visited Tashkent on 2-11 April within the framework of Uzbekistan Public Expenditure Review.

Meetings were held with specialists of relevant departments of the ministries of Finance, Employment and Labor Relations, Preschool and Public Education, as well as ministries of Higher and Secondary Education and Health. Issues of wages were discussed.

Currently, a draft roadmap on reforming the public sector pay system is being developed with participation of international experts, which will consist of two phases, and will be implemented from 1.5 to three years.

At the first stage, it is envisaged to create an independent state body on wages and personnel management, as well as an inter-ministerial commission responsible for coordinating the reforms. A methodology for establishing wages in public sector will be developed, including factors affecting wages, and responsibilities for each position will be determined. Experimental application of the new wage determination system is planned to be introduced in 5-6 relevant ministries and agencies.

At the second stage, the main task will be to carry out a full functional analysis of all ministries, departments and government agencies.
