In this regard, at a briefing held on 3 September at the Agency of Information and Mass Communications, the press secretary of the Ministry for the Development of Information Technologies and Communications Sherzod Akhmatov answered their most interesting questions.
A system for registering IMEI codes of mobile devices has been introduced in line with the decisions of the government.
The regulation defines the procedure and requirements for registering IMEI codes of mobile devices for individuals and legal entities. In accordance with it, individuals can register online (via the website of the Single Portal of Interactive State Services), remotely (via SMS / USSD request) or personally contact the registration points.
To register the IMEI codes of mobile devices, individuals must provide information about their personal passport data, phone number and IMEI code of a mobile device. In order to verify compliance with the compliance with the norms of duty-free import of goods provided for registration of mobile devices established by the State Customs Committee of the Republic of Uzbekistan, information about a citizen crossing the customs border of the Republic of Uzbekistan is checked on the basis of passport data. To carry out such a procedure, an electronic exchange of information has been organized between the System Operator and the State Center for Personalization under the Cabinet of Ministers of the Republic of Uzbekistan.
But due to the lack of direct contact between the user and the person due to registration in a remote or online mode, it is impossible to determine whether these passport data were provided by the citizen himself - the passport holder, or by another person. In this regard, there are currently cases of registration of IMEI codes of mobile devices based on the passport data of third parties.
In order to prevent illegal registration of mobile devices on the basis of passport data of third parties and identification of persons carrying out this illegal activity, the System Operator turned to law enforcement agencies. Investigative work is currently underway. More detailed information will be given based on the results of the investigation.
