What conclusions can be drawn from the world experience in the development of agricultural insurance?

Tashkent, Uzbekistan (UzDaily.com) -- Experts from the Institute for Macroeconomic and Regional Studies (IMRI) studied foreign experience in the development of agricultural insurance.

The presence of an effective national agricultural insurance scheme with state support significantly reduces the damage caused by natural anomalies. International practice proves the importance of creating effective models of public-private partnership (PPP) in agricultural insurance. In this regard, the experience of some countries in this direction is considered.

China. PPP in agricultural insurance has made it possible to create effective insurance products, reduce risks for agricultural producers and provide protection against natural disasters and crop losses. Starting in 2004, the Chinese government transferred operational responsibilities to the private insurance sector, becoming a "partner" and "observer" for insurance companies. By 2020, the country’s agricultural insurance premiums reached 81.5 billion yuan, providing risk protection worth 4.13 trillion yuan for 189 million households.

Türkiye. Since the creation of a new PPP-based agricultural insurance system in 2006, the Turkish government has been supporting farmers by financing 50% premiums. A feature of this system is the creation of an agricultural insurance pool, in which insurance companies participate in equal shares.

Israel. The State Fund for Insurance against Natural Risks in Agriculture (KANAT) provides agricultural insurance in the country by subsidizing premium rates and reinsuring the risk portfolio. The level of distribution of agricultural insurance in the country is about 90%.

Each agricultural insurance model has its pros and cons. The accumulated world experience in agricultural insurance can become the basis for Uzbekistan to choose the most effective agricultural insurance model in local conditions.
