Violations of Traffic Rules Without Harm to Society Will Be Punished by Warning Instead of Fine

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, a draft law “On Amendments and Additions to the Code of Administrative Responsibility of the Republic of Uzbekistan” was reviewed in its second reading.

According to this draft law, a new penalty measure — “administrative warning” — will be introduced into the Code. This measure is intended to be applied for traffic safety violations that do not pose significant public danger.

Additionally, Article 36 of the Code is supplemented: in cases where traffic violations are recorded using special automatic photo and video equipment, administrative penalties must be imposed no later than one month from the date of the violation, and in case of an appeal — no later than one year. In other words, if a decision on a violation recorded by cameras is issued after more than one month, it is considered invalid, and no penalty is applied.

The draft law also clearly defines the list of violations subject to recording by automated means.

For example, if a camera records crossing the lane marking (“driving over the line”), no fine will be imposed.

During the discussion, deputies emphasized the relevance of the changes. In particular, the Chairman of the Committee on Combating Corruption and Judicial-Legal Issues, Jahongir Shirinov, focused on the significance of introducing the institution of the “administrative warning” (Article 241). He noted that this is a humane measure allowing, in cases where the person sincerely repents, not to impose a fine immediately but to limit the response to a warning by the authorized body or official. This is an important step towards humanizing administrative legislation.

Following the discussion, the draft law was adopted in the third reading and sent to the Senate.
