Violations of the law were revealed during the commissioning of the Gavkushon madrasah

Tashkent, Uzbekistan (UzDaily.com) -- In December 2021, a working group of the Ministry of Tourism and Sports and the Cultural Heritage Agency conducted a study on the use of the Gavkushon madrasah in Bukhara region.

As a result, in accordance with the Regulation approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan from 8 April 2009 No. 102, violations of the law were revealed when leasing objects of material cultural heritage or their parts.

Information on this situation is submitted to the General Prosecutor’s Office of the Republic of Uzbekistan for legal assessment.

During the study, it was found that 3 of the 22 rooms of the Gavkushon Madrasah, located on B. Nakshband Street in Bukhara, with an area of 82 square meters handed over to shirkat "K." in accordance with the agreement from 1 August 2015.

The requirements of the Regulation approved by the Resolution of the Cabinet of Ministers No. 102 from 8 April 2009 were violated. At the same time, the procedure for leasing (at least once a quarter) unused state property in periodicals, as well as on the websites of the State Competition Committee and the Chamber of Commerce and Industry of the Republic of Uzbekistan, was not followed.

The remaining 19 rooms of the madrasah (299.5 sq. m) were illegally transferred to citizen R.Kh. (with an area of 73.86 sq. m) and the Sufi part (courtyard) (with an area of 156 sq. m) "A." put into operation on the basis of lease agreements from 25 January and 4 April 2019.

Based on the relevant statement of the Department of Cultural Heritage of Bukhara region from 5 May 2020, the project for the reconstruction and adaptation of the Gavkushon madrasah by LLC K. for a hostel approved by the Scientific and Expert Council of the Department of Cultural Heritage under the Ministry of Culture. At the same time, according to the project proposal, the pipes will be reinforced twice to prevent damage to the building, and the transition will be included in the detailed design.

Also, according to data received from the tax authorities during the study, in 2017-2021. LLC "A." and shirkat "K. submitted a “0” report to the regional state tax inspectorate.

Currently, the Prosecutor General’s Office is investigating this incident, and additional information on its results will be provided.
