VAT refund: prompt and transparent

Tashkent, Uzbekistan (UzDaily.com) - During the quarantine period, the State Tax Committee stepped up work on the return of value added tax as a result of applying a zero tax rate on the export of goods.

In anti-crisis conditions, the implementation of this right is a systemic support for exporting enterprises, as well as companies that find themselves in a difficult financial situation.

The right of taxpayers to timely set off or refund amounts of excessively paid or excessively collected taxes, penalties and fines is regulated by article 21 of the Tax Code.

The procedure for submitting documents and receiving a VAT refund has been greatly simplified. Now the taxpayer applies for a VAT refund directly to the State Tax Committee without a territorial intermediary represented by the GNU, as it was before.

The exclusion of an additional barrier greatly facilitates the interaction: it is enough for the taxpayer to send an appeal in electronic form to the STC through a personal account. The review procedure has been reduced to 3 days. Also expanded the composition of the working group dealing with this issue.

In general, from 15 March, after consideration of the STC, more than 80% of the conclusions were sent to the Treasury of the Ministry of Finance. As a result, the total amount of VAT refunds amounted to 263.2 billion soums. These funds from the state budget received 119 taxpayers.

Among them, large business entities - Uzbekistan Airways JSC (81.6 billion soums), Indorama Kokand Textile JSC (47.7 billion soums), Natural Gas-Stream JV (31.9 billion soums) , PE “Sulton Tex Group” (15.3 billion soums), LLC “Posco International Textile” (24 billion soums). In parentheses are the amounts that, according to the conclusions of the State Tax Committee, are returned to enterprises. This will make it possible to replenish working capital, continue to purchase raw materials and pay salaries to employees.

Among the taxpayers who were able to return the paid VAT, there are many textile companies in Tashkent, Bukhara and Kashkadarya regions - Uztex Group (14 billion soums), Chinoz textile (4 billion soums), Mergan Teks (3.2 billion soums), Oq Saroy Textile (5.1 billion soums).

Applicants in whose tax reporting discrepancies are found are given explanations on how to correct them. They have the right to resubmit an application for review.

Every day, the list of exporters who submitted applications for VAT refunds to the STC is updated, the refund continues.
