Uzsuvta’minot: Issues of industry digitalization and further convenience for the population discussed

Tashkent, Uzbekistan (UzDaily.com) – In September 2021, in collaboration with the Ministry of Development of Information Technologies and Communications of the Republic of Uzbekistan, an automated advanced unified billing system "Uzwater" was implemented for monitoring and accounting of drinking water supply and sewage services. For legal entities, a mutually integrated unified billing system was also launched in December 2023.

An enhanced personal account has been launched for consumers, through which they can view their monthly or annual payments, make payments, and submit water meter readings. To improve customer service and prevent corruption in the industry, an digitized KPI system "without human factor" has been introduced for inspectors.

The share of online payments has reached 75% (compared to 15% in 2020).

The number of consumers has reached 4.92 million people, including 4.81 million individuals (73.3% equipped with water meters) and 110.1 thousand legal entities.

For monitoring water quality and safety, the "WATER LAB" system has been implemented, undergoing trial tests. This system will enhance the ability to control drinking water quality nationwide. Existing laboratories will be fully digitized, and reports will be electronically managed.

For efficient handling of inquiries:

The "SuvniAsra" system has been implemented. Through this system, citizens can submit their inquiries from any part of the country via a mobile application.

Citizens can also submit their inquiries via the Telegram bot @suvmuammobot.

The "Unified Call Center" operates 24/7 with the number 1255.

A Telegram chat "Suvta’minot | Vodosnabjenie (uzsuv_chat)" has been launched for direct interaction with the population.

For addressing corruption cases, the Telegram bot @uzsuvanticorruptionbot has been launched.

For reference, from January to June 2024, 39 inquiries regarding corruption cases were received, with 95% resolved positively and 5% under control.

GPS automated software has been implemented for vehicles and special equipment. 873 (86.2%) out of 1012 units of special equipment are equipped with GPS (the rest are physically outdated or in emergency condition). This program allows full control of vehicle and equipment movement, optimization of routes, fuel consumption reduction, and timely detection of problems in drinking water supply and sewage, improving water quality. The existing GPS devices in the drinking water supply system can be integrated into a unified system and connected to Data Centers.

A data exchange scheme with regional water supply enterprises has been developed to form a geoinformation database of drinking water supply and sewage objects.

A SCADA monitoring and dispatching system has been implemented for remote objects of the water supply system in Tashkent city. This program enables remote control of pumping equipment according to established algorithms. Additionally, it sends information on water pressure and flow in feeding pipes to the Dispatch Center of water treatment facilities.

In 2023-2024, training and qualification improvement courses in information technology were conducted within the Joint Stock Company. Training included "Information Security" (cybersecurity) for 16 employees, "Modern Billing Software" for 2200, "Implementation of Geoinformation Systems" for 55, "1 Million Programmers" for 71, and "Scada and Hydraulic Modeling" for 3 employees.

Five services are provided through the Unified Portal of Interactive Public Services.

The company plans several projects in 2024. It is planned to implement an automated warehouse system (EWM system). The system will help integrate and optimize business systems to achieve operational efficiency and transparency of the enterprise.

The company also plans to implement a unified database "WaterData". The system will help to form an electronic database of analytical data in the field of water supply (passport of drinking and wastewater facilities, information on electronic water meters installed at drinking water supply facilities, drinking water quality indicators, income information).

There is also plans to implement the emergency dispatch system "Suv-dispetcher" receiving instructions for emergencies and maintaining their reporting.

The efficiency of management systems will be achieved through digitalization of dispatch services, i.e., optimization of routes for special equipment and emergency crews, monitoring of inquiries and emergencies, detection of illegal connections, and integration of warehouse systems.
