Local and foreign Internet editions published information that lower house of the Uzbek parliament is developing law on banning use of mobile phones by teenagers and children at the age below of 16. UzLiDeP said that this information is not close to facts.
The party said that Uzbekistan created wide legislative base, which helps to develop information-communication technologies. Number of mobile users exceeded 19 million, while Internet users – 13 million. UzLiDeP noted that Uzbekistan is actively introducing new technologies.
UzLiDeP said that NDPU submitted initiative on banning use of mobile phones by children two years ago and this year the party submitted this issue to parliament once again. NDPU said that it is necessary to regulate use of mobile phones by teenagers under age of 16 as it negatively impact to children. UzLiDeP noted that such statements attracted attention and mass media started to publish such materials.
Members of UzLiDeP underlined that all pros and cons should be studied during development of draft law. UzLiDeP said that the laws should not put barriers for development of any field. The party added that it will be impossible to implement such laws if these moments are not considered.
UzLiDeP called NDPU to understand that all novelties have two sides, both positive and negative. The party noted that if all negative sides suppressed, there will be no progress in the society. UzLiDeP said that today mobile phones are not only communication or game tool, but it is also tool for parent control. Full ban of mobile phones use by children could make life of many people difficult as mobile phones became part of regular life.
Representatives of UzLiDeP underlined that such initiatives of NDPU should form opinion among public that Uzbekistan bans all new. The party said NDPU’s approach to such issues should be more weighted and deeply considered.
