UZCARD and the Ministry of Internal Affairs launch national digital literacy program
Tashkent, Uzbekistan (UzDaily.com) — On 13 May 2025, the official launch of a nationwide digital literacy initiative took place in the Fergana Valley. The program is being spearheaded by UZCARD, Uzbekistan’s national payment system, with the support of the Ministry of Internal Affairs (MIA) of the Republic of Uzbekistan.
The initiative aims to enhance public awareness of digital technologies and foster a culture of cybersecurity. It marks the first phase of a broader national effort to integrate cybersecurity practices into everyday life.
The opening ceremony brought together over 200 participants, including representatives from the MIA, the banking and fintech sectors, IT Park, information security experts, and active users of digital services.
Keynote speeches were delivered by Maksud Mirabdullayev, a representative of the Cybersecurity Center under the Department of Operative Investigations of the MIA, and Bahromjon Rakhmonkulov, the regional project coordinator. UCMG Deputy General Director for IT Security, Nurzhau Bolatbek, also addressed the audience.
Representing UZCARD, Botirjon Shokamolov, Deputy Director of the Information Security Department, and Nigora Azizkhodjayeva, Head of Suspicious Transaction Monitoring, spoke about the strategic goals of the initiative.
On the first day, the program covered essential topics such as modern cyber threats, social engineering tactics, personal data protection mechanisms, and methods of preventing financial fraud. Experts shared best practices and exchanged experiences in the field of cybersecurity.
On the second day, the initiative continued in a field format with practical outreach sessions conducted in local communities. Residents received clear guidance on digital safety fundamentals, including how to protect personal information and avoid online scams. The interactive format helped participants receive immediate answers to their questions, significantly enhancing the practical value of the sessions.
The program is set to become one of the largest digital literacy campaigns in Central Asia. By the end of 2025, it will cover four regions of Uzbekistan. Its implementation is expected to significantly improve digital hygiene across the population and strengthen societal resilience to cyber threats.
