Uzbekistan’s Legislative Chamber begins discussion on legal regulation of artificial intelligence

Tashkent, Uzbekistan (UzDaily.com) — On 18 April 2025, the Legislative Chamber of the Oliy Majlis of Uzbekistan hosted a roundtable under the Committee on Innovative Development and Information Technology on the topic "Current Issues of Legal Regulation of Relations Arising from the Use of Artificial Intelligence."

The discussion involved members of the Legislative Chamber, representatives from the Ministry of Digital Technologies, the Prosecutor General’s Office, the Ministry of Internal Affairs, the Ministry of Justice, and the media.

On 15 April, during the regular session of the Legislative Chamber, a bill proposed by a group of deputies was reviewed. The bill focuses on the legal regulation of relations resulting from the use of artificial intelligence technologies. The conceptual approach to the bill was examined during the first reading.

It was emphasized that new forms of information technologies continue to develop globally. In particular, artificial intelligence technologies are having a positive impact not only on all areas of social life but also on the effective functioning of various industries and sectors of the economy.

In this regard, systemic measures have been taken in recent years in Uzbekistan to create the necessary conditions for the integration of artificial intelligence technologies into social and economic spheres, as well as to establish the legal, technological, and economic foundations for their application.

At the same time, it was noted that, based on international experience, additional provisions must be introduced into national legislation to regulate relations arising from the use of artificial intelligence technologies to protect the rights and legitimate interests of citizens.

As a first step, amendments and additions are being made to the legislation concerning the general principles of artificial intelligence technology usage.

In particular, the bill proposes defining the concept of "artificial intelligence," establishing key areas of state policy in this field, defining the tasks of a specially authorized body, and outlining general rules for the use of artificial intelligence in the creation of informational resources and the functioning of information systems.

The bill also includes a requirement for the labeling of informational resources created using artificial intelligence technologies. Furthermore, it is proposed that informational resources created with AI technologies, as well as information systems operating based on these technologies, should not violate fundamental human rights such as life, health, freedom, honor, dignity, and others.

It is also suggested that decisions concerning human rights and freedoms should not be based solely on the conclusions drawn from informational resources created using artificial intelligence, or from information systems functioning based on these technologies.

The bill also proposes penalties for the illegal processing of personal data using artificial intelligence and the dissemination of such data through the media and the internet.

The deputies of the Legislative Chamber and experts from the Ministry of Digital Technologies emphasized the relevance of regulating relations arising from the use of artificial intelligence. They noted that it is essential to effectively leverage the potential of advanced technologies to foster development across all sectors of the country’s economy and social life.

During the event, the issues of legal regulation in the use of artificial intelligence technologies, the effective use of these technologies, bridging gaps in legislation, and studying international experience were thoroughly discussed.
