Uzbekistan to train population on adequate behavior at emergency situations
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan approved a complex programme on training population to behavior at emergency situations (natural and man-caused character), emerged in the result of the earthquake. The programme is designed for 2011-2015.

The programme envisages implementation of priority measures on increasing efficient system on training of population to behavior at emergency situation (natural and man-caused character), emerged in the result of quake.

The document is also directed at covering population with education, as well as creation and organization of activity of volunteer rescue groups, decreasing level of seismic risks of destructions and creating conditions for transfer of skills of assessments of seismic conditions and adequate reaction to earthquake.

One of tasks of the programme is to develop complex system on preparing students of educational establishments to behavior at emergency situations.

The programme stipulates publication of books and launch of educational courses on life security. In particular, it is planned to introduce “Life Security” courses at all educational establishments of Uzbekistan from September 2012.

From December 2011, it is planned to develop and disseminate manual “How to construct seismically firm houses” based on rules of construction of individual houses and construction norms and rules “Construction in seismic districts”.

The programme envisages measures on education and preparation of the Councils of citizens’ gatherings and public formation Mahalla Posboni (Mahalla Guards) to organizing and holding rescue works at emergency situations, caused by earthquake, with providing them with necessary resources.

The programme envisages publication of passport of security of students and booklet “Personal security of student” in Uzbek, Russian and other languages with indicating behavior at emergency situations.

In 2011-2012, it planned to create volunteer clubs Yosh Qutqaruvchi (Young Rescuers) at schools, lyceums and colleges with corresponding training. Annually, the clubs will participate in three-stage competition.

In mahallas in 2011-2012, it is planned to hold training and tactical-special education on timely and adequate behavior of population at emergency situations, caused by earthquake.

From January 2013, Institute of civil defense of Emergency Ministry will organize practical lessons on behavior at earthquakes for heads of educational establishments. Before that the institute will be equipped with special simulation equipment, which will help to hold practical lessons on behavior at emergency situation.

In line with the programme, Uzbekistan will carry out seismic micro zoning at large settlements, located at seismically active zone with magnitude of 8-9.

The programme envisages creation of scientific-educational short films and video clips on peculiarities and behavior at emergency situations, caused by earthquake, as well as practical action at such situations. It is also planned to develop animations, multimedia and other educational materials of educational character.

Stage-by-stage, mass media will create special sections, quizzes and programmes on life security.

It is also planned to create special section “Emergency situation: how to act?” at the website of Emergency Ministry and it will gradually filled with methodical materials, related to preventing and acting of population at emergency situations, caused by quakes.

Till October 2011, Uzbekistan is planning to create new and support existing information-educational websites on decreasing negative consequences at earthquake, as well as create local network of electronic manuals on life security.
