Uzbekistan to support initiatives of small and medium-sized businesses

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Resolution “On additional measures to broadly involve the population in small and medium-sized businesses” was adopted.

Priority areas for broad involvement of the population in small and medium-sized businesses (SMEs) have been identified:

introduction of a system of financial and advisory support for business initiatives of the population and business entities through their training, creating the conditions necessary to expand their activities based on the chain “family entrepreneur - microbusiness - small business - medium business”;

support for SME projects on the basis of a unified financial system, consisting of JSCB Business Development Bank, JSC Entrepreneurship Development Company and other commercial partner banks, within the framework of government programs;

entrepreneurship training, financing of SME projects and continuous support at all stages of business processes at the Small Business Assistance Center LLC and Entrepreneurship Development Company JSC and on electronic platforms.

The document approved the main target indicators for the activities of JSCB Business Development Bank and JSC Entrepreneurship Development Company for 2024–2026. In particular, it is planned for the Business Development Bank to increase its share in the loan portfolio from 28% to 43% by increasing the balance of loans allocated to small businesses by 1.7 times.

The bank will also issue bonds (Eurobonds) on international capital markets in the amount of US$300 million.

A Republican Commission is being created for the broad involvement of the population in small and medium-sized businesses and its territorial divisions.

Small Business Assistance Center LLC and representatives of Entrepreneurship Development Company JSC are located in the buildings of the territorial departments of the Chamber of Commerce and Industry to provide services on the “single window” principle.

From 1 July 2024, to ensure the effective use and timely repayment of loans allocated under government programs:

all stages of issuing loans (considering applications, making decisions, providing guarantees and issuing loans) are carried out digitally on electronic platforms;

processes for monitoring credit collateral, full or partial removal of arrest and replacement of property pledged as collateral are organized centrally through electronic platforms;

a mechanism is being introduced to identify risks in advance using information technology by analyzing customer activities based on business plans, cash flows and other indicators;

The volume of loans allocated to districts (cities) and mahallas within the framework of state programs is determined based on the share of problem loans formed.

In the period from 1 January 2024 to 1 January 2026, small businesses created on the basis of cooperation with large enterprises with state participation are allowed to sell goods (products) produced by them with a total value of up to 10 billion soums during one financial year to government customers on the government procurement portal on the basis of direct contracts.
