Uzbekistan to start introduce SMS-To’lov payment system
Tashkent, Uzbekistan (UzDaily.com) -- A presentation of new electronic system of cashless payments SMS-To’lov has been presented in Tashkent on 24 December 2010. New system allows population to pay communal services, mobile and fixed communication, internet and other services with mobile phone and SMS.

The system was developed by specialists of the Chamber of Commerce and Industry of Uzbekistan in cooperation with experts from Germany and Japan. The system was developed to implement law of Uzbekistan “On electronic payments” to assist development of e-commerce.

Main advantage of SMS-To’lov is to carry out cashless payment with help of any communication or Internet, as well as SMS. Introduction of the project will be started in early 2011.

Users of the system can carry out transaction within several seconds without visiting payment points and banks, fully use money resources at deposits. The users can make payments 24 hours a day and 7 days a week.

SMS-To’lov allows to pay almost all types of services – mobile communication, internet, fixed communication, taxes, insurance, reservation and payment of air and railway tickets, hotels, and others.

To join system, the clinet should visit commercial bank for registration and linking deposit account or banking payment card’s deposit to the system. At the bank, the customer will receive application of SMS-To’lov, which includes electronic digital signature.

Customers can carry out transaction up to 150,000 soums, while the sum of one transaction cannot exceed 50,000 soums. At the same time, the customer will not pay commission for transaction. The commission is paid to the system by service suppliers – mobile operators, internet service providers, and others.

Currently, SMS-To’lov already signed an agreement with mobile communication operators like UCell, Beeline and MTS, as well as Uzbekenergo and Uztransgaz.

In future, the system operator plans also to introduce NFS technology (Near Field Communication), which allow to accept payments with radio frequency. Thus, users bring mobile handsets to terminal and it will withdraw required sum.
