Tashkent, Uzbekistan (UzDaily.com) — On 20 December, President Shavkat Mirziyoyev signed a decree aimed at increasing the role of local authorities in the economic development of regions. This was reported by the press service of the Ministry of Justice.
The document outlines measures to expand the financial independence of local governments. Starting in 2025, 90% of revenues from the sale of shares and stakes in enterprises owned by local authorities will be allocated to the budgets of districts (cities) and regions, including the Republic of Karakalpakstan and the city of Tashkent.
District and city budgets will also receive income from turnover tax, property and land taxes on legal entities, state property rental income, and at least 50% of the personal income tax (PIT) revenues.
Regional councils of people’s deputies in regions, Tashkent, and the Jokargi Kenes of Karakalpakstan will be granted the right to set fixed tax rates for individual entrepreneurs within the limits defined by law, taking into account the region’s economic development level.
Furthermore, regional councils will have the ability to apply multiplication coefficients (up to 2) to minimum real estate rental rates for taxation purposes. Tashkent will have the possibility to introduce zoning, similar to the land tax system.
District and city councils will have the right to set coefficients for water usage taxes ranging from 0.7 to 1.5. They will also be allowed to apply a multiplier (up to 1.3) for subsoil use tax on non-metallic minerals.
